Bulletin 2835 - June 22, 2018

The Connecticut Department of Banking solicits public comments on United Bank's applications to establish five full-service branches and consolidate three existing branches, with consolidation effective October 9, 2018. SunTrust Bank filed an application to establish a loan production office in Greenwich, Connecticut. Additionally, Waterfund LLC and related entities entered a stipulation to pay a $1,500 fine for delinquent securities notice filings, which have since been cured.

Branch Activity

Section 361-145 of the Connecticut General Statutes requires certain applications for a branch, of for a limited branch at which loans will be made, address how the establishment of the branch will be consistent with safe and sound banking practices and promote the public convenience and advantage.  Plans are submitted when such applications are filed and are available for public inspection and comment at this Department for a period of 30 days.  Questions concerning branch activity should be directed to the Financial Institutions Division, (860) 240-8180.

Interstate Loan Production Office

On June 19, 2018, SunTrust Bank, a Georgia-chartered commercial bank and wholly-owned subsidiary of SunTrust Banks, Inc. , Atlanta, Georgia, filed an application to establish a loan production office at Four Greenwich Office Park, in Greenwich, Connecticut pursuant to Section 36a-412(d) of the Connecticut General Statutes.

SECURITIES AND BUSINESS INVESTMENTS DIVISION ACTIVITY

Waterfund LLC, Waterfund Energy Terminals I LLC and Waterfund Energy Terminals II LLC - Stipulation and Agreement Entered

On June 19, 2018, the Banking Commissioner entered into a Stipulation and Agreement (No. ST-18-8291-S) with Waterfund LLC, Waterfund Energy Terminals I LLC and Waterfund Energy Terminals II LLC , now or formerly of 18 Great Island, Darien, Connecticut. The Stipulation and Agreement alleged that the entities were delinquent in making the notice filings required by Section 36b-21(e) of the Connecticut Uniform Securities Act in conjunction with various private placements. The delinquencies have since been cured. In resolution of the matter, Waterfund LLC, Waterfund Energy Terminals I LLC and Waterfund Energy Terminals II LLC agreed to jointly and severally pay a $1,500 fine and to refrain from regulatory violations.
