Central Bank of Jordan Banking Notification Instructions No. 12/2025

The Central Bank of Jordan issued Banking Notification Instructions No. 12/2025, effective immediately, requiring all licensed banks, subsidiaries, and sub-subsidiaries in Jordan to declare credit facilities reaching a minimum approval limit of 20,000 Jordanian Dinars. Banks must upload monthly data to the Office Supervision System by the tenth day of the following month, assigning unique banking transaction numbers to customers and adhering to specific reporting rules for non-performing debt, consortium loans, and deceased or liquidated entities. The instructions repeal twenty-two previous circulars and instructions dating from 1976 to 2018 to consolidate the regulatory framework for banking notifications.

Banking Notification Instructions

In the context of the Central Bank of Jordan's continued efforts to follow up on and review the instructions issued by it, with the aim of framing the regulations governing banking notifications, it has been decided to issue these instructions, which shall be effective as of their date.

Article (1) Citation: These instructions shall be known as the "Banking Notification Instructions," and they are issued pursuant to the provisions of Article (37/b) and (65/b) of the Central Bank of Jordan Law No. (23) of 1971 and its amendments.

Article (2) Scope of Application: These instructions shall apply to all licensed banks in the Kingdom, their subsidiaries, and sub-subsidiaries at the level of branches in Jordan, for the facilities granted that reach the prescribed approval limit, which is a minimum of (20) thousand Jordanian Dinars.

Article (3): The words and phrases appearing in these instructions shall have the meanings specified below, and reference shall be made to the prevailing Banking Law and the instructions issued thereunder regarding any other definitions appearing in these instructions that are not included in this article.

  • Banking Notification File: An electronic file containing details of direct credit facilities, loan assignment, indirect facilities, details of guarantees against granted facilities, in addition to the "Due and Unpaid" item and the payment regularity code for customers whose granted credit facilities have reached or exceeded the approval limit.
  • Approval Limit: The prescribed limit of granted or utilized credit facilities for the customer amounting to (20) thousand Jordanian Dinars as a minimum, which the bank must declare within the Banking Notification File uploaded to the Office Supervision System on a monthly basis.
  • Banking Transaction Number: A sequential number assigned to each customer whose granted or utilized credit facilities have reached or exceeded the approval limit, and is used instead of the customer's real names for the purpose of declaring credit facilities. A natural or legal person, or a joint account between two or more customers.

  • Utilized Facilities: The volume of direct and indirect credit facilities that the bank has recorded in the customer's accounts in accordance with the credit approvals issued by the competent authorities within the bank.
  • Due and Unpaid: Amounts that exceed the specified deadlines for repayment of the credit facilities utilized by the customer, taking into consideration that classifying the customer's account as "non-operational" in the bank's records requires the inclusion of the entire value of direct credit facilities under the "Due and Unpaid" item in the Banking Notification File.

Article (4): Banks, subsidiaries, and sub-subsidiaries shall be committed to the following:

a. Obtaining the customer's prior written consent before inquiring about their banking notifications, except for cases permitted according to prevailing legislation.

b. Filling in all necessary data for the purpose of assigning banking transaction numbers to customers on the Office Supervision System, as stated in the card filling guide.

c. Filling in the necessary data for the individual institution for the purpose of assigning a banking transaction number in the name of the institution owner themselves.

d. Considering each branch/subsidiary of foreign banks located in multiple countries as an independent unit, and therefore, a banking transaction number shall be assigned to each of them, provided that the SWIFT code (or registration number for non-bank subsidiaries) is adopted for use when filling in customer card data for foreign banks in the registration number field.

e. Considering companies registered with the Companies Control Department and having a branch within free zones as a single entity for the purposes of banking notifications.

f. Providing the Central Bank with the required data according to the technical conditions and the dedicated form for uploading the Banking Notification File, which shall be subject to the declaration of banking notifications with a minimum limit of (20) thousand Dinars, no later than the tenth day of the month following the month to which the data belongs.

g. Declaring banking notification data for deceased customers in accordance with the policies and procedures practiced by the bank.

h. Continuing to declare banking notifications for companies that have been liquidated, and in the case of dissolved partnerships or companies where one partner is a general partner (simple recommendation/recommendation by shares), the bank must declare the names of all general partners as original debtors for the full amount of the debt registered on the company and for each general partner.

i. Declaring the indebtedness of a customer whose indebtedness has been classified as non-performing debt, amounting to or exceeding (5) thousand Jordanian Dinars.

j. Continuing to declare banking notifications for a customer whose entire indebtedness or part of it has been written off within the "Due and Unpaid" item for a period of (5) years, unless a written settlement is made between the bank and the customer and the customer is discharged from liability towards the bank or those facilities are settled.

k. The necessity of exercising due professional care and precision in the inquiry process to avoid duplication in obtaining the banking transaction number.

l. The necessity that the data in the Banking Notification File reflect the actual date of that data.

m. Declaring only the bank's share of the value of the banking consortium loan.

n. Not declaring the customer's facilities if the customer has fully settled their obligations towards the bank.

o. Not combining the real name and the banking transaction number for any customer in any of the correspondence books.

Article (5): General Provisions:

a. Informing the Central Bank in case of an error in the data uploaded by the bank to the Office Supervision System, so that the necessary measures are taken.

b. The necessity for the bank to put in place adequate supervisory controls to verify that all bank employees granted authority to inquire about banking notifications maintain the confidentiality of all customer data and do not exploit the granted authorities, while observing the provisions of banking secrecy stipulated in the prevailing Banking Law.

c. The guide for filling the Banking Notification File, the guide for filling customer cards, and the appendix to the customer inquiry guide on the Office Supervision System attached to these instructions are considered an integral part of them and shall be read with them as a single unit.
