The Central Bank of Jordan informs licensed banks of recent forgery attempts by unknown external parties sending fraudulent instructions via fax or email using forged signatures of authorized signatories to exploit Swift system failures. The Circular requires banks to instruct their foreign correspondents not to comply with such messages and to establish agreed-upon communication methods for executing transfer orders and other banking operations to prevent unauthorized transfers.

Circular to Licensed Banks
Greetings,
We have been informed by one of the banks that it has recently been subjected to forgery attempts by unknown external parties who send forged instructions and messages to correspondent banks, bearing images of signatures of authorized signatories empowering them to execute transfer transactions in the event of a malfunction in the SWIFT system, using fax machines or email without any liability on their part, and then subsequently request them to carry out transfers from the bank's accounts to beneficiaries in other banks.
Please take note of such attempts, and circulate this to your correspondents abroad not to respond to messages and instructions from such parties, and to agree with your correspondents on the communication methods followed with them in executing transfer orders and other banking operations, thereby depriving those parties of the opportunity to carry out forgery operations on your accounts held with correspondents.
Accept our highest regards,
Governor
Dr. Amieh Salah Touqan
