Adjusts norms to be applied to rural credit operations contracted within the scope of the National Program for Strengthening Family Agriculture (Pronaf) and the Land Fund and Agrarian Reform Plus (Terra Mais).
The Central Bank of Brazil, in accordance with Article 9 of Law No. 4,595, of December 31, 1964, makes public that the National Monetary Council, in an extraordinary session held on June 21, 2021, in accordance with Articles 4, item VI, of Law No. 4,595, of 1964, Articles 4 and 14 of Law No. 4,829, of November 5, 1965, Article 48, § 2, of Law No. 8,171, of January 17, 1991, Article 3, § 3, of Law No. 11,326, of July 24, 2006, and Decree No. 4,892, of November 25, 2003,
RESOLVES:
Art. 1. Section 1 (General Provisions) of Chapter 10 (National Program for Strengthening Family Agriculture - Pronaf) of the Rural Credit Manual (MCR) shall enter into force with the following amendments:

Art. 2. Section 2 (Beneficiaries) of Chapter 10 (National Program for Strengthening Family Agriculture - Pronaf) of the MCR shall enter into force with the following amendments:

f) have obtained gross family income, in the last 12 (twelve) months of normal production preceding the DAP request, of up to R$500,000.00 (five hundred thousand reais), considering within this limit the sum of 100% (one hundred percent) of the Gross Production Value (VBP), 100% (one hundred percent) of the value of revenue received from an integrating entity and other revenues from activities developed on and off the property, received by any family member, excluding social benefits and pension proceeds resulting from rural activities;

Art. 3. Section 3 (Credits for PNCF, PNRA, and PCRF Beneficiaries) of Chapter 10 (National Program for Strengthening Family Agriculture - Pronaf) of the MCR shall enter into force with the following amendments:

a) allocate 4.76% (four point seven six percent) of the total financing for payment of these services during, at least, the 3 (three) first years of project implementation;

I - for the purpose provided for in items VII and VIII of letter “b”: up to 12 (twelve) years, including up to 8 (eight) years of grace period, which term of the operation may be increased, in the case of financing with resources from the Constitutional Financing Funds of the North (FNO), Northeast (FNE), and Center-West (FCO), to up to 16 (sixteen) years, when the assisted activity requires and the technical project or proposal proves its necessity, according to the financial return of the assisted activity;
