Financial institutions must report changes to New Taiwan dollar deposit interest rates, base lending rates, and other pricing benchmarks to the Central Bank of the Republic of China (Taiwan) before the changes take effect. Institutions linked to the Bank's Computer Communication's Service System must submit reports online, while unlinked institutions must use a specified table submitted via telephone facsimile. Credit cooperatives and credit departments of Farmers’ or Fishermen's associations must first report to the Taiwan Cooperative Bank or the Agricultural Bank of Taiwan, which then compile and submit the reports. Electronic filing is permitted from 8:30 a.m. to 6:30 p.m. Monday through Friday and 8:30 a.m. to 1:30 p.m. on Saturday.

Whenever a financial institution plans to change New Taiwan dollar deposit interest rates, base lending rate , the benchmark lending rate of the index housing loan , the revolving credit card interest rate, cash card interest rate and other pricing benchmarks for lending rates that must be posted in accordance with the regulations of the Central Bank of the Republic of China (Taiwan)(hereafter as"the Bank"), it shall, prior to such rate changes take effect,report to the Bank the particulars of the rate changes by the following means:
(1)Financial institutions that are linked with the Bank's "Computer ccommunication's Service System" shall submit reports online in accordance with the provisions contained in the Information Management Office of the Bank's" communication Standards and Operations Handbook" .
(2)Financial institutions that are not linked with the Bank's " Computer Information Service System" shall utilize the "Table for changes in Posted Interest Rate of Financial Institutions" (see attachment) and submit their reports via telephone facsimile.
(3)Credit Cooperatives and the credit epartments of Farmers’or Fishermen's associations shall first report interest rate changes to the Taiwan Cooperative Bank and the Agricultural Bank of Taiwan respectively. Taiwan Cooperative Bank and the Agricultural Bank of Taiwan will then compile the reports for submission to the Bank.
The time for financial institutions to electronically file [online] interest rate information with the Bank shall be from 8:30 a.m. to 6:30 p.m., from Monday through Friday, and from 8:30 a.m. to 1:30 p.m. on Saturday.
The time for the Bank to transmit interest rate information to media organizations through Taipei Negotiable Instruments Clearinghouse shall be from 8:30 a.m. to 5 p.m., from Monday through Friday, and from 8:30 a.m. to 12 p.m. on Saturday.
