The Basle Committee on Banking Supervision and the Offshore Group of Banking Supervisors issued this report containing twenty-nine recommendations to strengthen the supervision of international banks operating across national boundaries. The document addresses impediments to effective consolidated supervision by outlining procedures for home-country access to information, cross-border on-site inspections, and the resolution of conflicts with bank secrecy laws. Endorsed by supervisors from 140 countries in June 1996, the guidelines require authorities to amend obstructive legislation and commit to a compliance review by the next International Conference of Banking Supervisors in 1998.
