In 2025, public companies filed 449 fundraising cases totaling NT$1,192.166 billion, representing a 6.26% decrease in case volume but a 13.63% increase in amount compared to 2024. The period saw 86 private placements worth NT$69.295 billion and 77 initial listings, the latter marking a new ten-year high. Domestic fundraising accounted for 81.43% of the total, with capital primarily used for debt repayment, while overseas fundraising comprised the remaining 18.57%.

Issuance of (Private Placement) of Marketable Securities and Initial Listing of Public Companies in 2025

I. In 2025, there were a total of 441 effective filed cases of domestic fundraising by public companies, with an amount reaching NT$970.841 billion; 8 effective filed cases of overseas fundraising, with an amount of NT$221.325 billion; and 449 effective filed cases of fundraising, with an amount of NT$1,192.166 billion. As compared to 479 cases in 2024, with an amount of NT$1,049.181 billion, the number of cases decreased by 6.26%, and the amount increased by 13.63%. The fundraising ratio of ordinary corporate bonds increased, mainly due to the drop in market interest rates in the second half of 2025, and companies grasping the timing to enter the market, which resulted from the decrease in prices in the primary market caused by buying interest turning to the NTD bond market with the depreciation of the USD. II. In 2025, there were a total of 86 private placements by public companies, with an amount of NT$69.295 billion (accounting for 5.50% of the total public offering and private placement amount). As compared to 119 cases with an amount of NT$189.55 billion in 2024, the number of cases and the amount both decreased, mainly due to a greater number of large-scale fundraising cases in 2024. III. In 2025, the domestic fundraising amount of public companies accounted for 81.43% of the total fundraising amount, and the overseas fundraising amount accounted for 18.57% of the total fundraising amount, showing that enterprises continue to focus on domestic fundraising. IV. In 2025, the use of capital from domestic capital increases in cash and the issuance of corporate bonds by public companies is mainly for the repayment of debt. V. In 2025, there were 77 companies with their initial listings, representing an increase from 67 in 2024, and the number of listed companies in 2025 reached a new high for the past decade.
