The Financial Stability Council decided to strengthen monitoring of macro-fiscal risks, including enhanced oversight over the use of funds from the National Fund of the Republic of Kazakhstan. The Council mandated the introduction of debt-to-income (DTI) ratio monitoring by loan type, specifically for auto loans, mortgages, and unsecured loans, while continuing to monitor borrowers’ overall indebtedness without regulatory limits. The National Bank is authorized to introduce differentiated DTI limits for individual loan categories or overall indebtedness if risks in the retail lending segment increase.
