SC-07-03-01 Edition 5 Page 1 of 6 FIRST RESOLUTION OF THE SUPERINTENDENT OF THE SECURITIES MARKET OF JULY NINE (09), TWO THOUSAND TWENTY-SIX (2026) R-NE-SIMV-2026-06-MV REFERENCE: Modification of numeral 5 of Resolution no. R-SIMV-2018-53-MV, which establishes provisions for payments to the Superintendency of the Securities Market and numerals XXI and XXII of Circular no. C-SIMV-2019-03-MV which establishes clarifying provisions related to the Regulation on Fees for Regulation and for the services of the Superintendency of the Securities Market. Whereas: a. Constitution of the Dominican Republic, proclaimed by the National Assembly on October twenty-seven (27), two thousand twenty-four (2024). b. Law no. 167-21 on Regulatory Improvement and Simplification of Procedures, dated August nine (9), two thousand twenty-one (2021), modified by Law no. 14-25, of January sixteen (16), two thousand twenty-five (2025), (hereinafter, “Law no. 167-21”). c. Law no. 249-17, of the Securities Market of the Dominican Republic, which repeals and replaces Law no. 19-00, of May eight (8), two thousand (2000), promulgated on December nineteen (19), two thousand seventeen (2017) and its modification (hereinafter, “Law no. 249-17”). d. Law no. 107-13, on the rights of persons and their relations with the Administration and Administrative Procedure, promulgated on August six (6), two thousand thirteen (2013), (hereinafter, “Law no. 107-13”). e. Law no. 200-04, General Law on Free Access to Public Information, dated July twenty-eight (28), two thousand four (2004) (hereinafter, “Law no. 200-04”). f. Decree no. 486-22, dated August twenty-four (24), two thousand twenty-two (2022), which approves the Regulation for the Application of Law no. 167-21 on Regulatory Improvement and Simplification of Procedures. g. Decree no. 130-05, of March twenty-four (24), two thousand five (2005), which establishes the Regulation for the Application of Law no. 200-04 General Law on Free Access to Public Information. h. Decree no. 254-06, dated June nineteen (19), two thousand six (2006), which establishes the Regulation for the Regulation of the Printing, Issuance and Delivery of Fiscal Receipts.

Regulation on Fees for Regulation and for the Services of the Superintendency of the Securities Market approved by the First Resolution of the National Securities Market Council, R-CNMV-2018-10-MV, dated December eleven (11), two thousand eighteen (2018), modified by the Third Resolution of the National Securities Market Council, R-CNMV-2026-06-MV, dated April twenty-one (21), two thousand twenty-six (2026), (hereinafter “Fee Regulation”). j. Resolution establishing provisions for payments to the Superintendency of the Securities Market approved by the Second Resolution of the Superintendency of the Securities Market, R-SIMV-2018-53-MV, dated December twenty-one (21), two thousand eighteen (2018). k. Circular establishing clarifying provisions related to the Fee Regulation, for regulation and for the services of the Superintendency of the Securities Market, dated April two (02), two thousand nineteen (2019), C-SIMV-2019-03-MV. CONSIDERING:

That, in accordance with the aforementioned Decree, the General Directorate of Internal Taxes (DGII) may authorize the issuance of special fiscal receipts provided that these avoid disturbances in the development of the economic activities of taxpayers. 7. That, the Superintendency of the Securities Market began, in 2019, the process of implementing the electronic invoicing modality, by sending a communication to the General Directorate of Internal Taxes (DGII). 8. That, the General Directorate of Internal Taxes (DGII) issued its non-objection to the annual issuance of special documents for the purposes established in Decree no. 254-06, through communication 01-2023-006871, dated September fifteen (15), two thousand twenty-three (2023). 9. That, in accordance with article 4 paragraph II of the aforementioned decree, [i]n those cases of expenses incurred with state entities, the documents issued by the aforementioned entity will be valid. In the case of payments subject to withholding on payments made by the state and its dependencies, the receipts that the withholding was made will also support the expense. 10. That, the transition to special Securities Market fee certifications represents a significant improvement in administrative efficiency and the simplification of processes for all Securities Market Participants and the Superintendency of the Securities Market. Likewise, it guarantees compliance with relevant legal provisions and strengthens transparency and clarity in financial transactions within the Securities Market. 11. That, it is of vital importance to inform Securities Market Participants of the document accrediting the withholding of payments to the Superintendency of the Securities Market for the concept of supervision fee for Custody. 12. That, the Superintendency of the Securities Market may issue a special certification, as a document accrediting the withholding and payment of the regulation fees applicable to the subjects obliged to comply with the Fee Regulation for regulation and for the services of the Superintendency of the Securities Market, in substitution of the Fiscal Receipt, in accordance with the provisions of Decree no. 254-06. Therefore, The Superintendent of the Securities Market, in the use of the powers granted to him by article 17 numeral 14 of Law no. 249-17 of the Securities Market, promulgated on December nineteen (19), two thousand seventeen (2017), resolves:

R-SIMV-2018-53-MV, WHICH ESTABLISHES PROVISIONS FOR PAYMENTS TO THE SUPERINTENDENCY OF THE SECURITIES MARKET AND NUMERALS XXI AND XXII OF CIRCULAR NO. C-SIMV-2019-03-MV WHICH ESTABLISHES CLARIFYING PROVISIONS RELATED TO THE REGULATION ON FEES FOR REGULATION AND FOR THE SERVICES OF THE SUPERINTENDENCY OF THE SECURITIES MARKET. Article 1. Modify numeral 5 of the Resolution establishing provisions for payments to the Superintendency of the Securities Market approved by the Second Resolution of the Superintendency of the Securities Market, R-SIMV-2018-53-MV, dated December twenty-one (21), two thousand eighteen (2018), so that it shall henceforth read: 5. Inform Securities Market Participants that the Superintendency of the Securities Market will issue an income receipt for payments made for Regulation Fees and Administrative Services. Likewise, it is established that, on an annual basis, a special income certification will be issued free of charge, at the request of the interested party (natural or legal persons), which will serve as support for operations and corresponding accounting records for the applicable fiscal period. Additional certifications that are required will be subject to the payment of the corresponding fee for the administrative service. Article 2. Modify numeral XXI of the Circular establishing clarifying provisions related to the Fee Regulation for regulation and for the services of the Superintendency of the Securities Market, dated April two (02), two thousand nineteen (2019), C-SIMV-2019-03-MV, so that it shall henceforth read: XXI. Inform that both income receipts and annual payment certifications for Regulation Fees B for maintenance and supervision to Securities Market Participants will be issued by the Superintendency, according to the following process:
SC-07-03-01 Edition 5 Page 5 of 6 5. The Superintendency will send the income receipt to the same email address used by the Securities Market Participant to send the proof of payment. 6. Likewise, the Securities Market Participant may request, annually and through the same email address, the certification of payments received, which will be issued free of charge by the Superintendency within a period not exceeding sixty (60) calendar days after the close of the corresponding fiscal period. Paragraph. For the particular case of Fee B for Custody Supervision, the following procedure will apply to holders who have accounts with a Securities Intermediary:

The Superintendency will send the income receipt to the same email address used by the entity to send the proof of payment. Paragraph. Likewise, the Securities Market Participant may request, annually and through the same email address, the certification of payments received, which will be issued free of charge by the Superintendency within a period not exceeding sixty (60) calendar days after the close of the corresponding fiscal period. Article 4. Other information. The Superintendency will annually issue, free of charge, a certification detailing the payments received for Regulation Fees and Administrative Service Fees, which may be used to support expenses derived from operations carried out by said participants with the Superintendency. Additional certifications that are required will be subject to the payment of the corresponding fee for the administrative service provided in Annex II of the Fee Regulation for the Certification service. Article 5. Entry into force. The provisions of this Resolution shall enter into force upon its publication. II. Instruct the Administrative and Financial Directorate and the Securities Market Registry Department to adopt the necessary processes for the implementation of this Resolution. III. Authorize the Regulation and Innovation Directorate to publish the content of this Resolution on the institution's website.
