Farmington Savings Bank is authorized to relocate a branch from West Hartford to Farmington, and Connecticut Bank and Trust Company is authorized to open a new branch in Rocky Hill. The Connecticut Department of Banking also accepted filed applications for check cashing service licenses from Palacio Musical Agency, LLC and Goldrish Pawn & Check Cashing. Additionally, former broker-dealer agent Brian M. Thornton was fined $1,000 and ordered to cease and desist for conducting unregistered securities transactions in Connecticut.

BRANCH ACTIVITY State Bank Activity
Section 36a-145 of the Connecticut General Statutes, as amended by Public Act 07-14, requires that each application for a branch, or for a limited branch at which loans will be made, be accompanied by a plan detailing how adequate services to meet the banking needs of all community residents will be provided. Plans are submitted when such applications are filed and are available for public inspection and comment at this Department for a period of 30 days. Former Broker-dealer Agent Fined $1,000 for Unregistered Agent Activity
On October 17, 2007, the Banking Commissioner entered a Consent Order with respect to Brian M. Thornton , a former registered broker-dealer agent of Great Eastern Securities, Inc. (CRD number 2061). The Consent Order alleged that from April 27, 2006 through May 3, 2006, Brian Thornton violated Section 36b-6(a) of the Connecticut Uniform Securities Act by transacting business as an agent of Great Eastern Securities, Inc. while not registered as an agent of the firm in Connecticut. Brian Thornton had represented to the Securities and Business Investments Division that he had requested to be registered in Connecticut and was informed by the firm’s compliance department that he was so registered. The Consent Order directed Brian M. Thornton to cease and desist from regulatory violations and fined him $1,000.
