BCB NORMATIVE INSTRUCTION NO. 403, OF JULY 10, 2023
Publishes the schedule for the control points of the process for publishing in production version 3.0.0 of the Payment Initiation Services API of Open Finance.
The Heads of the Banking Supervision Department (Desup) and the Department of Supervision of Cooperatives and Non-Banking Institutions (Desuc), in the exercise of the powers conferred upon them by Articles 23, item I, letter "a", 62, item IV, 81, item VI, and 116, item I, letter "b", of the Internal Regulations of the Central Bank of Brazil, annexed to Ordinance No. 84,287, of February 27, 2015, based on Art. 3, item II, of BCB Resolution No. 32, of October 29, 2020.
R E S O L V E:
Art. 1 This Normative Instruction publishes the control points of the process for publishing in production version 3.0.0 of the application programming interface (API) of Payment Initiation Services of Open Finance, whose specifications in release candidate and/or stable version will be released on the Open Finance portal, which must follow the following schedule:

Art. 2 For the calculation of obtaining success:
I - at the discretion of the Open Finance Governance Structure (Structure), specific test modules may be disregarded on a certain deadline (for example, due to relevant recent and/or planned changes);
II - the results obtained with the most recent version of the engine available on the date of execution will be considered, which may be based on a beta version, release candidate, or stable version of the specifications.
Art. 3 Based on the monitoring of the execution of tests, with the objective of obtaining timely maturity of the compliance engines, the Structure may publish an informational notice requesting prioritization of specific tests, relating test modules:
I - that the institution must execute by the next deadline established for the execution of tests;
II - in which the institution must obtain success by the next deadline established for the execution of tests. Cases of impossibility of obtaining success on the demanded date must be registered in the service desk according to guidelines to be issued by the Structure;
III - that must be re-executed within 2 business days, regardless of the previous development stage and success of each Institution;
IV - in which the Institution must obtain success within 5 business days, regardless of the deadlines established for the execution of tests. Cases of impossibility of obtaining success on the demanded date must be registered in the service desk according to guidelines to be issued by the Structure.
Art. 4 This Normative Instruction enters into force on August 1, 2023.

The present Technical Note justifies the proposal for the issuance of a normative instruction, which establishes a schedule with control points of the process for publishing in production version 3.0.0 (or later) of the Open Finance Payment API, as provided for in item 4.2 of the Annex to BCB Normative Instruction No. 306, of September 19, 2022.
In compliance with the provisions of Art. 5 of Law No. 13,874, of September 20, 2019, Decree No. 10,411, of June 30, 2020, determines that proposals for normative acts of general interest of economic agents formulated by bodies and entities of the direct, autarchic, and foundation federal public administration, as well as by collegiate bodies through the body or entity responsible for providing administrative support, must be preceded by a Regulatory Impact Analysis (RIA).
However, it is worth highlighting that the adjustment of the schedule for the control points of the process for publishing in production version 3.0.0 (or later) of the Payment API of Open Finance does not cause significant impacts for the set of institutions participating in Open Finance, as it deals with the definition of control points in the established schedule. In this sense, according to Art. 4, item III, of the aforementioned Decree, the normative act now proposed is exempt from the preparation of an RIA as it is considered to have low impact.
