Notice No. 5/2023
Notice No. 5/2023 designates the TARGET-PT system operated by the Bank of Portugal and the Interbank Clearing System (SICOI) as payment systems covered by the finality of settlement provisions under Decree-Law No. 221/2000. It revokes Notice No. 3/2009, which previously designated systems benefiting from irrevocability and guarantee enforceability, following the discontinuation of TARGET2-PT and the launch of TARGET-PT on March 20, 2023. The notice enters into force on the date of its publication in the Official Journal.
