Notice Of Sanctions: Designation Of Individuals And Entities By The Nigeria Sanctions Committee (NSC)

The Nigeria Sanctions Committee designated six individuals and three entities as terrorist financiers, adding them to the Nigeria Sanctions List with effective dates of June 15 or 18, 2026. Capital Market Regulated Entities are directed to immediately identify and freeze all funds and assets belonging to these designated persons and entities without prior notice. Regulated entities must also prohibit dealings with the listed parties, file suspicious transaction reports with the NFIU, and report all compliance actions and name matches to the Secretariat of the Nigeria Sanctions Committee. Failure to comply with these directives constitutes a violation of the Investments and Securities Act, 2025, and SEC AML/CFT Rules, attracting sanctions such as fines, suspension of operations, or revocation of registration.

CIRCULAR TO ALL CAPITAL MARKET REGULATED ENTITIES Notice Of Sanctions: Designation Of Individuals And Entities By The Nigeria Sanctions Committee (Nsc) In line with the provisions of the Terrorism Prevention and Prohibition Act (TPPA), 2022, the Nigeria Sanctions Committee (NSC) has designated six (6) Individuals and three (3) Entities as a terrorist financiers and subsequently added them to the Nigeria Sanctions List. The Particulars of the sanction individuals and entities are as follow: INDIVIDUALS DESIGNATED BABANGIDA MUHAMMED ADAMU HAMMAJAM (list on 6/18/2026 for involvement in terrorism financing and support to ISWAP) ABDULLAHI UMAR USMAN (listed on 6/18/2026 for providing material support to a designated terrorist organization through repeated financial transactions) IBRAHIM ABUBAKAR (listed on 6/18/2026 for involvement in terrorism financing and membership of the Islamic State West Africa Province (ISWAP). ADAMU CHIROMA (listed on 6/18/2026 for involvement in terrorism financing through the use of Bureau De Change (BDC) and related corporate entities to facilitate the movement of funds linked to terrorist activities). MUKTAR MUHAMMAD ADAMU (listed on 6/15/2026 for providing financial support and facilitating transactions linked to the financing network of the Islamic State West Africa Province (ISWAP) Okene cell) YAKUBU OGIRIMA IBRAHIM (listed on 6/18/2026 for providing material and financial support to the Islamic State West Africa Province (ISWAP) Kogi cell) ENTITIES DESIGNATED NINE TO NINE BDC LTD ( RC No: 1462752) (listed on 6/15/2026 for involvement in facilitating the movement of funds connected to the ISWAP Okene financing network) GENERATION CURRENCY BDC LTD ( RC No: 1555604) (listed on 6/15/2026 for involvement in facilitating the movement of funds connected to the ISWAP Okene financing network) ABBAL BAKO & SONS BUREAU DE CHANGE (BDC) ( BN: 2323328) (listed on 6/15/2026 for involvement in facilitating and channeling funds linked to the Islamic State West Africa Province (ISWAP) Okene financing network) All Capital Market Regulated Entities (CMREs) are by this circular directed to: immediately, identify and freeze, without prior notice, all funds, assets, and any other economic resources belonging to the designated persons and entities in their possession and report same to the Secretariat of the Nigeria Sanctions Committee; report to the Secretariat of the Nigeria Sanctions Committee, any assets frozen or actions taken in compliance with the designation, including attempted transactions; immediately file a suspicious transactions report to the NFIU for further analysis on the financial activities; report as a suspicious transactions report to the NFIU, all cases of name matching in financial transactions prior to or after receipt of this Sanctions List; subsequently prohibit dealings with the designated persons and entities; and continue to check for transactions relating to the designated person and entities and report findings to the Nigeria Sanctions Committee through info@nigsac.gov.ng. This circular takes immediate effect and failure to comply with these directives constitutes a violation of the Investments and Securities Act, 2025, and the SEC AML/CFT Rules and Regulations and such failure would attract appropriate regulatory sanctions, including fines, suspension of operations, or revocation of registration.
