SC-07-15-06 Edition 1 Page 1 of 4 FIRST RESOLUTION OF THE SECURITIES MARKET SUPERINTENDENCE OF DATE TWENTY-THREE (23) OF FEBRUARY OF THE YEAR TWO THOUSAND TWENTY-SIX (2026) R-SIMV-2026-07-FI Subject: Exclusion from the Securities Market Registry of the Closed-End Fixed Income Recurring Payment Popular Investment Fund, administered by Administradora de Fondos de Inversión Popular, S.A.

Viewed: The Constitution of the Dominican Republic, proclaimed on date twenty-seven (27) of the month of October of the year two thousand twenty-four (2024).

Viewed: Law No. 249-17, of date nineteen (19) of December of the year two thousand seventeen (2017), of the Securities Market of the Dominican Republic, which repeals and replaces Law No. 19-00 of eight (8) of May of the year two thousand (2000) (the “Law No. 249-17”).

Seen: Regulation of Administrator Companies and Investment Funds No. R-CNMV-2019-28-MV of date five (5) of November of two thousand nineteen (2019) and its modification through the Second Resolution of the National Securities Council, R-CNMV-2021-16-MV, of date sixteen (16) of July of two thousand twenty-one (2021) (the “Regulation of Administrator Companies and Investment Funds”).

Viewed: The Sixth Resolution of the National Securities Council (now “National Securities Market Council”), of date twenty-three (23) of September of the year two thousand fourteen (2014), R-CNV-2014-23-FI, which authorizes and orders the registration in the Securities Market and Products Registry (now “Securities Market Registry”, and hereinafter the “Registry”) of the Closed-End Fixed Income Recurring Payment Popular Investment Fund, registered in the Registry under number SIVFIC-004, and administered by Administradora de Fondos Inversión Popular, S.A.

Viewed: Communication No. 01-2025-000450, of date twenty-two (22) of January of the year two thousand twenty-five (2025) and its complementary communications, through which Administradora de Fondos de Inversión Popular, S.A., requests authorization from this Securities Market Superintendence (the “Superintendence”) to initiate the liquidation process for the Closed-End Fixed Income Recurring Payment Popular Investment Fund.

Seen: The report dated twenty (20) of January of the year two thousand twenty-six (2026), issued by the Public Offering Directorate of the Superintendence, regarding the request for exclusion from the Registry of the Closed-End Fixed Income Recurring Payment Popular Investment Fund (the “Public Offering Directorate Report”).

Considering: That at the time of issuing the Sixth Resolution of the National Securities Council (now “National Securities Market Council”), of date twenty-three (23) of September of the year two thousand fourteen (2014), R-CNV-2014-23-FI, which authorized and ordered the registration of the Fund, administered by Administradora de Fondos Inversión Popular, S.A., Law No. 19-00 was in force; therefore, in accordance with the procedure of that moment, said approving resolution was issued by the National Securities Market Council. However, Article 17 of Law No. 249-17 stipulates that “the Superintendent is the highest executive authority of the Superintendence, having charge of its direction, control, and representation” and is invested with the attribution of “7) exclude from the Registry public offering securities (…)”, so that this exclusion is an attribution conferred upon the Superintendent.

Considering: That Article 116, numeral 2, of Law No. 249-17 establishes as a cause for liquidation of a closed-end investment fund of determined term “the expiration of its duration or validity term (…)”.

Considering: That by virtue of the expiration of the duration term established in the Internal Regulations of the Fund, through the resolution adopted in the Extraordinary General Assembly of Contributors of the Fund, of date fourteen (14) of January of the year two thousand twenty-five (2025), it was known that the Fund would be liquidated and authorization was granted to inform the Superintendence about the start of the liquidation process.

Considering: That through communication No. 01-2025-000450, of date twenty-two (22) of January of the year two thousand twenty-five (2025) and its complementary communications,

Administradora de Fondos Inversión Popular, S.A., requested this Superintendence authorization to initiate the liquidation process of the Closed-End Fixed Income Recurring Payment Popular Investment Fund.

Considering: That after various procedures, through communication No. 03-2025-001963 and its complementary communications, of date twenty-five (25) of March of the year two thousand twenty-five (2025), Administradora de Fondos Inversión Popular, S.A., notified as a relevant fact the liquidation of the Fund’s assets, in accordance with the distribution proposal previously approved by the Extraordinary General Assembly of Contributors.

Considering: That through communication No. 01-2026-000182, of date nine (9) of January of the year two thousand twenty-six (2026), Administradora de Fondos Inversión Popular, S.A., formally requested the exclusion of the Fund from the Registry.

Considering: That the Public Offering Directorate Report refers that the following aspects were verified -among others-: i. the execution of the payment procedure to security holders, supervising that distributions were carried out in accordance with the established instructions and the effective liquidation date; and ii. that the liquidation process was developed in accordance with the regulatory and operational parameters provided, evidencing an adequate level of control and compliance by the company.

Considering: That according to the Public Offering Directorate Report of this Superintendence, it is recommended to execute the procedures to authorize the exclusion of said Closed-End Fixed Income Recurring Payment Popular Investment Fund.

Considering: That in accordance with what is established in the legal framework and having satisfied the obligations inherent to the liquidation of the Fund, the formalization of the exclusion of the Closed-End Fixed Income Recurring Payment Popular Investment Fund from the Securities Market Registry proceeds.

Considering: The current legal framework cited in this Resolution, as well as the analysis and recommendations of the institution's technical area, the Superintendent of the Securities Market Superintendence as the highest executive authority, with the faculty to know and decide on the exclusion of the Closed-End Fixed Income Recurring Payment Popular Investment Fund of Administradora de Fondos Inversión Popular, S.A., before the Securities Market Registry, decides to pronounce itself on the matter through this administrative act.

Therefore, the Superintendent of the Securities Market Superintendence, in exercise of the faculties granted by Article 17 of Law No. 249-17, resolves:

First: Declare the exclusion from the Securities Market Registry of the Closed-End Fixed Income Recurring Payment Popular Investment Fund, registered under No. SIVFIC-004, administered by Administradora de Fondos Inversión Popular, S.A., attending to the provisions of Law No. 249-17 and the Regulation of Administrator Companies and Investment Funds.

Second: Instruct the Securities Market Registry Department to issue a certified copy of this Resolution and to notify it to Administradora de Fondos Inversión Popular, S.A.

Third: Instruct the Legal Directorate to publish this Resolution on the website of the Securities Market Superintendence, in the corresponding section.
