55th Floor, Two International Finance Centre, 香 港 中 環 金 融 街 8 號 國 際 金 融 中 心 2 期 55 樓 8 Finance Street, Central, Hong Kong 網 址：www.hkma.gov.hk Website: www.hkma.gov.hk Our Ref: B10/1C B1/15C 22 June 2026 The Chief Executive All Authorized Institutions Dear Sir/Madam, Supporting Adoption of Artificial Intelligence in Fighting Financial Crime I am writing to share the captioned report (Annex) which forms part of the Hong Kong Monetary Authority’s (HKMA) continuing work to support and accelerate the use of artificial intelligence to enhance Authorized Institutions’ (AIs) monitoring and mitigation of money laundering and terrorist financing (ML/TF) risks. The report contains a detailed analysis of the approaches AIs of different sizes are taking to deploy artificial intelligence, featuring use cases from the first workshop organised in November 2025 as well as follow-up technical support sessions, covering dynamic risk assessment, facial watch lists and corporate mule detection. The report also analyses the rapid developments being made in deploying artificial intelligence to strengthen the effectiveness and efficiency of anti-money laundering and counter-financing of terrorism (AML/CFT) systems, including the increasing number of AIs which are adopting or exploring a holistic approach to suspicious activity monitoring as part of an end-to-end transformation of their AML/CFT operating model. Taking these developments into account, a second workshop, targeting use cases involving agentic Artificial Intelligence, will be held at the Hong Kong University of Science and Technology on 23 June 2026. AIs with significant operations in Hong Kong have already submitted implementation plans to the HKMA. These plans should be kept under review and updates on progress and new use cases being explored should be reported to the HKMA when called for.
