Lending is a reserved financial activity supervised by the Banco Nacional de Angola (BNA). Traditional banking credit requires a banking license. Non-bank lending is restricted to licensed Microcredit Societies (regulated under Notice No. 06/2023) and Factoring companies (Notice No. 15/2012). The regulatory environment is highly centralized, with strict capital and solvency requirements enforced by the BNA.
