Gibraltar: lending & credit regulation — 2026-09

Unregulated

Lending unregulated; no specific licensing regime for consumer or SME credit

Frozen snapshot — the guide as it stood at the end of 2026-09. See the live guide for the current state.

Gibraltar does not regulate pure lending activities (consumer, SME, or microfinance) under its financial services regime. The GFSC explicitly excludes lending from its licensing scope, meaning no financial services licence is required to originate loans. General business laws, including the Companies Act and Consumer Protection Act, apply to commercial conduct, but there is no dedicated credit regulator or capital requirement for lenders.
