Singapore strictly regulates consumer credit. Only entities licensed by the Monetary Authority of Singapore (MAS) under the Moneylenders Act may lend to consumers. Unlicensed lending is a criminal offense. SME lending is largely unregulated but subject to MAS prudential rules if conducted by banks or finance companies. BNPL is treated as unsecured credit, requiring compliance with MAS guidelines on responsible lending.
