Qatar Penal Code (Law No. 11 of 2004)

Issued by Emir Hamad Bin Khalifa Al Thani, Qatar’s Law No. 11 of 2004 establishes a comprehensive Penal Code that repeals the 1971 version and defines criminal liability, jurisdiction, and penalties across the state. The legislation classifies offenses into felonies, misdemeanors, and contraventions while integrating Islamic Sharia provisions for specific crimes involving Muslims and outlining material and moral elements of criminal acts. It further codifies rules for penal participation, legal defense, juvenile and mental responsibility, and the application of original penalties including death, imprisonment, and fines to both individuals and legal entities.
