Qatar Penal Code (Law No. 11 of 2004)
Issued by Emir Hamad Bin Khalifa Al Thani, Qatar’s Law No. 11 of 2004 establishes a comprehensive Penal Code that repeals the 1971 version and defines criminal liability, jurisdiction, and penalties across the state.
