National Bank of Rwanda Regulation on Foreign Exchange Bureaus
The National Bank of Rwanda issued Regulation No. 2310/2018 to establish comprehensive licensing requirements and operational standards for foreign exchange bureaus. The regulation defines capital thresholds, governance structures, authorized transactions, record-keeping obligations, and anti-money laundering reporting duties. It grants the Central Bank supervisory authority to conduct inspections, levy fees, and impose administrative or pecuniary sanctions for non-compliance.
