Regulations for Secured Transactions/Collateral Registry

The Central Bank of Liberia issued these regulations to establish a centralized Collateral Registry that receives, indexes, and publicly discloses financing statements for security interests, finance leases, and liens. The rules mandate precise debtor and secured party identification, specify collateral categorization between consumer goods and commercial assets, and permit electronic or intermediary registration with assigned priority dates. The framework grants unrestricted public search rights, defines amendment and discharge procedures, establishes a fee schedule, and limits registry liability to ensure legal certainty for secured transactions.
