Riksbank's Regulations on Reporting Payment Statistics Decided on June 25, 2025
The Riksbank prescribes the following with support from Chapter 13, Section 1, Paragraph 11 of the Act (2022:1568) on the Riksbank.
Scope of Application and Definitions
Section 1 These regulations apply to payment service providers and payment system operators domiciled in Sweden, and to foreign payment service providers with a branch in Sweden.
Section 2 Terms and expressions in these regulations have the same meaning as in Chapter 1, Sections 3 and 4 of the Act (2010:751) on Payment Services and Chapter 1, Section 2 of the Act (2011:755) on Electronic Money, unless otherwise stated. Additionally, the following is meant:
Reporting Obligations for Payment Service Providers
Information to be Reported
Section 3 A payment service provider shall provide information on attributes according to Annex 1 regarding the following items.

The items in the first paragraph, items 2–17, are defined according to Annex II of the ECB's Statistical Regulation. Items 1–6 shall be reported for each individual payment transaction, and items 7–17 on an aggregated level.

Section 8 Reporting according to Section 7 shall occur every calendar quarter.

Section 9 A payment system operator shall report no later than the last banking day in the month following the quarter that the reporting concerns.
Correction and Verification of Submitted Information
Section 10 If the Riksbank discovers that incorrect or incomplete information has been submitted, an information provider, upon request by the Riksbank, shall provide corrections for up to two years back from the reporting time.
Section 11 Upon request by the Riksbank, an information provider shall promptly verify and explain significant changes and deviating values in the reporting.
How Reporting Should Be Conducted
Section 12 Reporting shall be made to the Riksbank in electronic form in the manner specified by the Riksbank.
Contact Information
Section 13 An information provider shall notify the Riksbank of the contact person or contact function and contact details for these. If these details change, the Riksbank shall be notified of this.
Exemptions from the Regulations
Section 14 The Riksbank may decide on exemptions from these regulations if there are special reasons.

Attribute Description
Number of transactions Number of transactions included in each respective aggregate.
Payment scheme A payment scheme is a set of formal, standardized, and common rules that make it possible to transfer value between end-users using an electronic payment instrument. The scheme is administered by a governing body. Payment type Refers to which of the items according to Section 3, items 1–12, the reporting concerns. Payment service provider's role in the transaction Refers to whether the transaction is reported from the payer's or payee's payment service provider. Distance/non-distance Refers to whether the transaction is initiated remotely or not. Merchant's location Refers to the country where the payment transaction is executed at a physical payment terminal with a card. Post location The post location where the cash withdrawal or cash deposit took place. SNI code Refers to industry classification at the 5-digit level when companies are payees. Transaction cleared Date when the transaction is cleared. Transaction initiated Local time (merchant's timestamp) when the transaction is initiated, can be rounded to the full hour. Transaction amount in account currency The value of the transaction in account currency. The amount that debits the account (or card). Transaction amount in transaction currency The value of the transaction or transactions in the transaction currency. Transaction date Date when the customer's account is debited or credited. Transaction time Time when the payer's or payee's account is debited or credited, can be rounded to the full hour.
