Resolution CMN No. 2543 — Establishes new minimum capital concept compatible with the risk level of active operations of financial institutions

Financial institutions must ensure Level II capital does not exceed Level I, revaluation reserves are capped at 25% of PLA, and subordinate debts are limited to 50% of Level I. Level II instruments must be fully paid in cash, subordinate to other liabilities, non-redeemable at the creditor's initiative, and registered in an organized system allowing Central Bank of Brazil access. Level II instruments with a 5-year term require a 20% annual value reducer and prohibit redemption before maturity. This resolution enters into force on its publication date.
