Finansinspektionen issued these general guidelines to standardize the authorization process for non-EEA credit institutions establishing branches in Sweden and Swedish credit institutions opening branches outside the EEA. Applicants must submit comprehensive business plans detailing organizational structures, IT security, capital adequacy forecasts, risk management protocols, and compliance frameworks for consumer protection, ethics, and anti-money laundering. Replacing the 2011 guidelines, these rules take effect on 18 July 2023 and require institutions to notify the regulator at least one month prior to implementing any changes to branch operations, addresses, or senior management.
