CSSF Circular 26/905: Application of EBA Guidelines on ESG Risk Management

The CSSF applies the EBA Guidelines on the management of environmental, social and governance (ESG) risks (EBA/GL/2025/01) to Less Significant Institutions under the Single Supervisory Mechanism. The circular mandates that these institutions integrate the guidelines into their administrative practice and regulatory approach, requiring robust internal processes for the identification, measurement, management, and monitoring of ESG risks. Application is scheduled from 1 April 2026 for Less Significant Institutions other than Small and Non-Complex Institutions (SNCIs), and from 11 January 2027 for SNCIs. Additionally, Circular CSSF 21/773 is amended to reflect these changes, remaining applicable to SNCIs until 10 January 2027 and to third-country branches.
