The Central Bank of Sri Lanka issued Operating Instructions No. 01 of 2022 to regulate the provision of the Intra-Day Liquidity Facility (ILF) to Dealer Direct Participants on the LankaSettle System. The instructions mandate that eligible participants must pledge eligible scripless government securities as collateral to receive interest-free intraday funds, which must be fully repaid by the close of business. Strict penalties, including escalating default interest and potential security retention, are imposed for failure to settle outstanding balances or for using encumbered third-party securities.
