SUMMARY
CENTRAL BANK OF TIMOR-LESTE (BCTL):
BCTL Regulation No. 3/2017
On the Emission and Use of Metallic Coin in Timor-Leste
(Revokes BCTL Regulation No. 1/2013) ............................1
BCTL REGULATION NO. 3/2017
ON THE EMISSION AND USE OF METALLIC COIN IN TIMOR-LESTE
(Revokes BCTL Regulation No. 1/2013)
It is the exclusive competence of the Central Bank of Timor-Leste, under the terms of Law No. 5/2011 of June 15 (Organic Law of the Central Bank of Timor-Leste), to determine, by means of Regulation, the face value, dimensions, weights, design, and security features of Cent coins, as well as to arrange for their minting.
It is also the power of the Central Bank of Timor-Leste, under paragraph 3 of Article 2 of Decree-Law No. 20/2003 of November 13, to restrict the maximum value that may be paid in a single act in coins or notes of low denomination.
Considering the need to strengthen Timor-Leste's autonomy in the issuance of metallic currency, continuing measures already adopted in this matter, notably with the circulation in 2013 of the 100 Cent coin, taking into account public health and financial reasons, such as seigniorage revenue and the reduction of high acquisition and transport costs for the country of 5 United States Dollar notes, the Central Bank of Timor-Leste resolved to issue and put into circulation the new 200 Cent coin.
In these terms, it became necessary to proceed with a review of the current regime, updating the provisions of BCTL Regulation No. 1/2013 regarding the emission and use of metallic coin in Timor-Leste and regulating the characteristics of the new 200 Cent coin.
Thus, under the terms of Article 21, paragraph 3, and Article 79, paragraph 1, letters c) and d) of Law No. 5/2011 of June 15, the Board of Directors of the Central Bank of Timor-Leste approves the following Regulation:
