Royal Decree-Law 4/2013 of 22 February on measures to support entrepreneurship and stimulate growth and job creation

The Spanish Government issued Royal Decree-Law 4/2013 to implement structural reforms aimed at reducing youth unemployment, stimulating entrepreneurship, and enhancing economic competitiveness. The decree establishes the Youth Entrepreneurship and Employment Strategy 2013-2016, introduces fiscal incentives for new businesses and self-employed individuals, and facilitates access to alternative financing markets for SMEs. Additionally, it extends a public financing mechanism for local entities to pay suppliers, updates regulations to combat commercial payment delays, and initiates the restructuring of the state railway infrastructure management.
