Circular LISOL 1‑762 Minimum Capital Requirements for Financial Entities – Amendments

Points 10.1, 10.2 and sub‑points 10.3.1.1 and 10.3.1.4 of the Minimum Capital Requirements for Financial Entities are replaced. The new text defines eligible external credit assessment institutions (ECAI) – national ECAIs registered with the CNV and international ECAIs registered with Basel‑Committee‑supervising authorities that follow an IOSCO‑aligned code of conduct – and sets six eligibility criteria (objectivity, independence, international openness/transparency, disclosure, resources, credibility). Financial institutions must notify the SEFyC supervisory management of the ECAIs they use, map admissible ECAI ratings to the risk‑weight factors prescribed in paragraph 2.5.11, and report the associated risk weights and risk‑weighted assets by credit type. The communication is dated 13 October 2017.
