Directive No. 01/2018 on the Computation of Liquidity Ratios

The National Bank of Rwanda issued Directive No. 01/2018 to standardize the computation and reporting of Liquidity Coverage Ratio (LCR) and Net Stable Funding Ratio (NSFR) for all licensed banks. The directive mandates that institutions maintain adequate high-quality liquid assets, conduct periodic internal liquidity assessments, and submit LCR returns within two working days and NSFR returns within ten calendar days after each reporting period. Applying to both standalone and consolidated operations, the framework requires concurrent financial disclosures and empowers the Central Bank to enforce corrective actions or administrative sanctions for non-compliance.
