CONCERNING
REPORTING OF CONVENTIONAL COMMERCIAL BANKS THROUGH THE FINANCIAL SERVICES AUTHORITY REPORTING SYSTEM
In accordance with the mandate of Financial Services Authority Regulation Number 22 of 2025 concerning Reporting of Commercial Banks through the Financial Services Authority Reporting System (State Gazette of the Republic of Indonesia Year 2025 Number 31/OJK, Supplement to the State Gazette of the Republic of Indonesia Number 161/OJK), it is necessary to regulate the implementation provisions of the aforementioned Financial Services Authority Regulation for conventional commercial banks in this Financial Services Authority Circular as follows:
I. GENERAL PROVISIONS
Conventional Commercial Banks, hereinafter abbreviated as BUK, are Banks that conduct conventional business activities, which in their activities provide services in the payment circuit, including branch offices of banks located outside the country.
Representative Offices of Banks Located Outside the Country, hereinafter referred to as KPBLN, are offices of banks with legal entities and headquarters located outside the country, which act only as intermediaries between the bank with a legal entity and headquarters located outside the country and its customers in Indonesia.
Reports are reports submitted by BUK and KPBLN to the Financial Services Authority as referred to in the provisions of legislation in the banking sector.
Periodic Reports are all Reports submitted to the Financial Services Authority routinely every specific period.
Incidental Reports are all Reports submitted to the Financial Services Authority under specific conditions.
BUK and KPBLN submit Reports online through the Financial Services Authority Reporting System.
The Financial Services Authority Reporting System in this Financial Services Authority Circular is the Financial Services Authority Online Reporting Application, hereinafter referred to as APOLO.
The obligation to submit consolidated BUK Reports only applies to BUK that exercise control over subsidiaries. The criteria for control in consolidated BUK Reports are:
a. for Reports related to the risk and capital information group in accordance with the Financial Services Authority Regulation concerning the application of consolidated risk management for banks that exercise control over subsidiaries; or b. for Reports related to the financial information group referring to financial accounting standards concerning consolidated financial reports.
The preparation and submission of Reports are carried out when BUK and KPBLN have obligations, meet criteria, and/or carry out specific activities in accordance with the provisions of the Financial Services Authority.
BUK and KPBLN that have obligations, meet criteria, and/or carry out specific activities as referred to in item 9, but do not have data or related transactions at the Periodic Report data position, must still submit tables without entries and/or filled with "NIHIL" (Nil).
Example 1:
BUK that does not have data on violations or exceedance of the Maximum Credit Granting Limit (BMPK) in a certain period, submits a Report with the entry "NIHIL" in the violation or BMPK exceedance Report.
Example 2:
KPBLN that does not have data related to debtors in Indonesia receiving loans/guarantees from the headquarters or branch offices outside the country in a certain period, must still submit a Report in the form of the Report header according to the format regulated.
Example:
BUK submits a report on the list of details of related parties semi-annually for the end-of-period data for June and December. In 2028, BUK "ABC" has the following conditions:
a. In the first semester, there was a change in the list of details of related parties with BUK in March 2028 and a report on changes in the list of details of related parties for the first semester was submitted on July 31, 2028. b. In the second semester of 2028, there was no change in the list of details of related parties with BUK. Regarding the aforementioned condition, BUK "ABC" submits a report on changes in the list of details of related parties for the second semester of 2028 using the data submitted by BUK "ABC" in the report on changes in the list of details of related parties for the first semester of 2028.
II. PERIODIC REPORTS
BUK prepares and submits Periodic Reports, consisting of:
a. Daily Reports; b. Monthly Reports;
c. Quarterly Reports;
d. Semi-annual Reports; and e. Annual Reports.
KPBLN prepares and submits Periodic Reports, consisting of:
a. Quarterly Reports; and b. Annual Reports.
The information groups of Periodic Reports include:
a. financial information group; b. risk and capital information group;
c. products, activities, and business activities information group; and
d. basic data information group.
The types of Periodic Reports and the submission of Periodic Reports for the first time are in accordance with the List of Periodic Reports as contained in Appendix I which is an integral part of this Financial Services Authority Circular.
The preparation of Periodic Reports for BUK and KPBLN refers to the Guidelines for the Preparation of Periodic Reports for BUK and KPBLN as contained in Appendix II which is an integral part of this Financial Services Authority Circular.
III. INCIDENTAL REPORTS
The information groups of Incidental Reports include:
a. supervision information group; b. institutional information group;
c. business activities information group; and
d. other information groups.
Incidental Reports are in accordance with the List of Incidental Reports as contained in Appendix I which is an integral part of this Financial Services Authority Circular.
Incidental Reports are submitted for the first time through APOLO starting from January 1, 2026, for all Incidental Reports that must be reported with the event date effective as of January 1, 2026.
The preparation of Incidental Reports for BUK and KPBLN refers to the Guidelines for the Preparation of Incidental Reports for BUK and KPBLN as contained in Appendix III which is an integral part of this Financial Services Authority Circular.
The imposition of administrative sanctions for Incidental Reports which are follow-ups of supervision and/or examinations based on requests from the Financial Services Authority is carried out based on Article 18 of Financial Services Authority Regulation Number 22 of 2025 concerning Reporting of Commercial Banks through the Financial Services Authority Reporting System.
Example:
Based on the Financial Services Authority examination, on November 1, 2028, the Financial Services Authority requested Bank "GHP" to follow up on the results of the examination by improving the Bank's know your customer standard operating procedures and submitting an improvement Report no later than November 30, 2028, to the Financial Services Authority after the improvement steps are taken. Bank "GHP" has improved the aforementioned standard operating procedures. Subsequently, Bank "GHP" submits the aforementioned improvement Report as a supervision follow-up Report to the Financial Services Authority on December 4, 2028. Bank "GHP" is subject to an administrative sanction in the form of a fine of Rp2,000,000.00 (two million rupiah) which is Rp1,000,000.00 (one million rupiah) x 2 (two) working days.
IV. PREPARATION AND SUBMISSION OF REPORTS AND QUESTIONS
Submission of Reports and Questions
a. BUK and KPBLN prepare and submit Reports which are the results of processes that have been encrypted and compressed to the Financial Services Authority. b. Questions related to reporting in accordance with these provisions are submitted to the Financial Services Authority helpdesk via email at helpdesk@ojk.go.id.
Appointment or Change of Reporting Officer
a. BUK and KPBLN appoint a reporting officer, including changes thereto, and submit a letter of appointment or change of the aforementioned reporting officer to the Financial Services Authority. b. The reporting officer has access rights to submit Reports through APOLO.
c. The reporting officer as the administrator responsible officer (ARO) can:
V. TRANSITIONAL PROVISIONS
At the time this Financial Services Authority Circular takes effect until the submission of the first Report based on this Financial Services Authority Circular, BUK and KPBLN continue to submit Reports in accordance with Financial Services Authority Circular Number 26/SEOJK.03/2020 concerning Reporting of Conventional Commercial Banks through the Financial Services Authority Reporting System.

(2) Non-Mortgage/Non-Apartment Loan credit which aligns with consumptive credit not included in Mortgage or Apartment Loan credit, including credit cards, multi-purpose credit, and unsecured credit.
5) SBK is filled based on the type of credit use, namely:
a) Consumer credit is credit intended for the working capital of the debtor. b) Working capital credit is credit intended for the purchase of capital goods and services needed for rehabilitation, modernization, expansion, relocation of business and/or establishment of new business. The definition of investment includes the purchase of facilities and infrastructure for business activities such as the purchase of motor vehicles for productive business (including city transport and ojek). c) Investment credit is credit intended for consumption purposes.
6) Third-Party Fund Interest Rates are filled based on the type of financial instrument, namely:

Q. ANTI-MONEY LAUNDERING AND COUNTER-TERRORISM FINANCING REPORT (AML AND CTF)
Filling Guidelines:
a) Type of Product, Activity, and Distribution Network (1) International fund transfer is a fund transfer in accordance with the law on fund transfers. International fund transfers consist of:
(a) international fund transfer incoming, namely funds entering Indonesian territory with the reporting BUK customer acting as the final recipient of funds sent by the originating sender organizer located outside Indonesian territory; and (b) international fund transfer outgoing, namely funds leaving Indonesian territory, with the reporting BUK customer acting as the originating sender of funds sent to the final recipient organizer located outside Indonesian territory. International fund transfer transactions (incoming/outgoing) include transactions of funds entering or leaving the BUK internationally through Bank or non-bank sender/recipient organizers (including Money Gram and Western Union). (2) Cross-border correspondent banking (vostro), where the reporting BUK acts as the correspondent for a BUK located outside Indonesian territory. Meanwhile, correspondent banking is correspondent banking in accordance with the Financial Services Authority Regulation regarding the implementation of anti-money laundering and counter-terrorism financing programs in the financial services sector. Cross-border correspondent banking (vostro) transactions include funds entering or leaving the BUK's vostro account (accumulation of mutations). Debit mutations are summed with credit mutations. (3) Distribution Network is a distribution network in accordance with the Financial Services Authority Circular Letter regarding the implementation of anti-money laundering and counter-terrorism financing programs in the banking sector. Distribution Networks are divided into 2 (two) types, namely:
(a) face-to-face distribution network, where transactions between customers and the BUK party are conducted in-person, i.e., in the same physical location and conducted through physical interaction. For example, transactions conducted by customers at the BUK office through tellers, and transactions conducted by customers through pick-up service; and (b) non-face-to-face distribution network, where transactions between customers and the Bank party are not conducted in-person, i.e., not in the same physical location and not conducted through physical interaction. For example, transactions via telephone, email, ATM, mobile banking, video, and internet banking. Face-to-face and non-face-to-face distribution network transactions include all financial transactions conducted by customers on the BUK's distribution network, provided that:

In the event that customer grouping based on risk by the BUK differs from customer grouping based on risk in the AML and CTF Report, the BUK adjusts the customer risk level to low, medium, or high according to the customer grouping based on risk in the AML and CTF Report.

The basic HR data report is filled with information regarding the data of active and departed BUK employees during the Reporting Period. The reported BUK HR individual data covers permanent and non-permanent employees. Example:
Non-permanent employees are employees directly contracted by BUK for a certain period. These employees do not include outsourcing employees managed by third parties or labor service provider companies. Example of information to be included for employees who departed during the Reporting Period is as follows:
On November 28, 2026, employees named Rizal (PE), Ayu (staff), and Ani (staff) departed from PT Bank "ABC", then information for Budi (PE), Wati (staff), and Ani (staff) is reported in Table 1 as of the December 2027 data position.
c) Notes
For BUKs reporting for the first time, all employee data is reported with status "New" (code 010). For subsequent reports, fill in the data status adjusted to the condition of the reported employee data.

The Bank Human Resource Remuneration Report is filled with information regarding the range of minimum, maximum, and average remuneration policies for employees per position level and per position grade (grade) in the current year. Remuneration is compensation established and given to members of the board of directors, members of the board of commissioners, members of the Sharia Supervisory Board, and/or employees, whether permanent or variable, in cash or non-cash form in accordance with their duties, authority, and responsibilities. Parameters for fixed remuneration and variable remuneration are in accordance with Financial Services Authority Regulations regarding the application of governance in the provision of remuneration for conventional banks, namely as follows:
Fixed remuneration is remuneration not linked to performance and risk, including basic salary, facilities, housing allowance, health allowance, education allowance, holiday allowance, and pension.
Variable remuneration is remuneration linked to performance and risk, including bonuses or other forms equivalent to it.
