Banking and Financial Services (Fixed Assets Investment) Regulations, 1995

Issued by the Government of Zambia on the recommendation of the Bank of Zambia, these regulations impose strict limits on fixed asset investments by licensed banks and financial institutions. Financial entities must obtain prior regulatory approval before any fixed asset investment causes their total holdings to exceed their regulatory capital, and are required to capitalize leases and depreciate assets using the straight-line method. Compliance is enforced through mandatory biannual reporting of fixed asset valuations against capital reserves, a mandate to reduce or recapitalize excess holdings within a regulator-determined period, and daily monetary penalties for violations.
