Circular No. 98 requires commercial banks, savings and housing banks, and money transfer houses in Haiti to report international fund transfers to the Bank of the Republic of Haiti (BRH) weekly and to use the BRH payment platform for all such transactions. The regulation imposes a fee of 1.50 USD per transaction for payment services and access points, with specific penalties for late reporting or inaccurate data, including fines of 10,000 HTG per day and potential revocation of operating licenses for repeated violations. The circular entered into force on June 1, 2011.
