On the Approval of Microfinance Institutions
The Central Bank of Djibouti issued Instruction No. 2022-02/IMF to establish the mandatory licensing framework and documentation requirements for microfinance institutions operating within its jurisdiction. The directive requires all approval applications to be formally submitted by authorized management and accompanied by a detailed dossier containing statutes, strategic business plans, organizational manuals, and proof of capital subscription. Additionally, it mandates prior Central Bank authorization for any material operational changes, including relocation, shifts in business activities, or the appointment of new management personnel.
