FinTech Regulatory Sandbox Guidelines

The UAE Securities & Commodities Authority establishes a regulatory sandbox framework enabling FinTech operators, startups, and entrepreneurs to test innovative financial products under relaxed regulatory requirements. The guidelines define strict eligibility criteria, consumer protection safeguards, and a 6-to-12-month testing period during which participants may receive case-by-case regulatory waivers. Participants must submit periodic and final reports, pay a 2500 AED initiation fee, and follow defined exit routes that either lead to full market licensing or require discontinuation with consumer compensation.
