ACSPD Circular No. 10: Disbursement of Agricultural/Rural Credit
The circular mandates all scheduled banks in Bangladesh, including private and foreign entities, to participate in agricultural credit disbursement by setting realistic targets at the start of each fiscal year and reporting them to Bangladesh Bank. Banks must adopt an area-based approach prioritizing local crop production and utilize NGO linkages if branch networks are insufficient, while ensuring funds are used for their intended purpose. Banks that have not yet set targets for the 2008-2009 fiscal year are required to establish and report them immediately, with Bangladesh Bank reserving the right to revise unrealistic targets.
