Agreement Issuing the Guidelines Referenced in Article 159 Bis of the Customs Law
The Ministry of Finance and Public Credit issues guidelines establishing the procedures for Customs Authorities to submit specific customs authorizations and concessions to the Customs Council for resolution. These submissions include the granting, suspension, cancellation, or extinction of customs broker patents and agencies, as well as authorizations for specialized facilities, electronic data pre-validation, and specific tax exemptions. The guidelines mandate that all such projects must meet applicable legal requirements before being presented to the Council, with additional authorizations reported according to the Council's schedule. These guidelines entered into force the day after their publication in the Official Gazette of the Federation on March 31, 2026.
