Agreement Reforming the Guidelines for Coordinating and Carrying Out Consolidated Procurement Procedures for the Acquisition or Lease of Movable Goods or Provision of Services
This Agreement amends Guidelines 6, 14, 21, and 23 of the consolidated procurement guidelines issued by the Office of the Comptroller of the Ministry of Finance and Public Credit. It requires that demand aggregation requests from federal dependencies and entities vary no more than ten percent from their planning stage value and mandates that participating entities remain responsible for contract execution and payment. It also clarifies that the Office of the Comptroller must resolve release authorization requests within twenty natural days and that Unit Administrators for Acquisitions (UAF) must conduct new market research for awarded items if the Office authorizes direct contracting by entities.
