The Agreement deincorporates the federal property known as "Mercado Francisco Guel Jiménez" from the federal public domain regime to donate it to the Municipal Government of Calvillo, Aguascalientes, for continued use as a market. The Municipal Government is responsible for all taxes, fees, and expenses related to the operation, must obtain necessary permits for any construction or modification, and must secure approval from the National Institute of Fine Arts and Literature for any interventions. If the property is no longer used as a market or for a different purpose without authorization, it will revert to the Federation, and failure to formalize the donation within one year of the Agreement's entry into force will render it void.
