AMENDING CIRCULAR 4/16 OF THE SINGLE INSURANCE AND SURETY CIRCULAR

AMENDING CIRCULAR 4/16 OF THE SINGLE INSURANCE AND SURETY CIRCULAR (Eighteenth Transitory Provision and Annex 38.1.4.)

The National Insurance and Surety Commission, based on the provisions of articles 366, section II, and 372, section VI, of the Law on Insurance and Surety Institutions, and

WHEREAS

On April 4, 2013, the "Decree by which the Law on Insurance and Surety Institutions is issued and various provisions of the Law on Insurance Contracts are reformed and added" was published in the Official Gazette of the Federation, through which, in terms of its Article First, the Law on Insurance and Surety Institutions is issued.

On December 19, 2014, the Single Insurance and Surety Circular was published in the Official Gazette of the Federation, through which the general provisions emanating from the Law on Insurance and Surety Institutions are made known, in order to provide legal certainty regarding the regulatory framework to which insurance institutions and mutual societies, surety institutions and other persons and entities subject to the inspection and surveillance of the National Insurance and Surety Commission must adhere in the development of their operations.

In terms of the provisions of the Eighteenth Transitory Provision of the Single Insurance and Surety Circular, Surety Institutions that had reached the accumulation limit of the surety contingency reserve established in Provision 5.16.2, and had submitted the application for comprehensive statutory reform for their conversion into an insurance institution in the surety branch, had until December 15, 2015, to maintain said remnants in order to be transferred to the catastrophic risk reserve of surety insurance.

Given that the period referred to in the preceding paragraph concluded, the National Insurance and Surety Commission has deemed it necessary to extend the term provided for in the Eighteenth Transitory Provision of the Single Insurance and Surety Circular for the submission of the authorization application referred to, and to contribute to the implementation and adaptation of the operational processes of surety institutions so that they are in a position to carry out the procedures for their conversion into insurance institutions authorized to operate the surety branch.

In accordance with the provisions of article 218 of the Law on Insurance and Surety Institutions, insurance institutions shall constitute and value the technical reserves referred to in articles 216, 217 and 223 of the same Law, in accordance with the general provisions issued by the National Insurance and Surety Commission, considering the principles set forth in article 218 itself.

In terms of the provisions of article 224 of the Law on Insurance and Surety Institutions, the aforementioned Commission shall determine, by means of general provisions, the form and terms in which insurance institutions and surety institutions must inform and prove to it everything related to their technical reserves.

In accordance with Provision 38.1.4. of the Single Insurance and Surety Circular, the Regulatory Report on Technical Reserves (RR-3) shall be submitted in accordance with Annex 38.1.4., and its delivery shall adhere to the procedure indicated in Chapters 39.1. and 39.3. of the aforementioned Circular.

From the application that the National Insurance and Surety Commission has carried out of the provisions of the aforementioned Annex 38.1.4., said Commission has deemed it necessary, in order to provide legal certainty to regulated entities, to make adjustments to the aforementioned Annex, in order to provide greater clarity to the regulations without such adjustments modifying their scope.

For the foregoing, the National Insurance and Surety Commission has resolved to issue the following modification to the Single Insurance and Surety Circular in the following terms:

AMENDING CIRCULAR 4/16 OF THE SINGLE INSURANCE AND SURETY CIRCULAR (Eighteenth Transitory Provision and Annex 38.1.4.)

FIRST.-
The Eighteenth Transitory Provision of the Single Insurance and Surety Circular is modified to read as follows:

"EIGHTEENTH TRANSITORY PROVISION.-
Surety Institutions that have reached the accumulation limit of the surety contingency reserve established in Provision 5.16.2, and had submitted the application for comprehensive statutory reform for their conversion into an Insurance Institution in the surety branch before February 29, 2016, may maintain said remnants to be transferred to the catastrophic risk reserve of surety insurance. In this case, Surety Institutions must submit to the Commission a technical justification for the amount of the surety contingency reserve intended to be transferred, considering the accumulation limit of said reserve provided for in Provision 5.16.2 and the activity plan that served as the basis for requesting the operation of the surety branch."

SECOND.-
Annex 38.1.4. of the Single Insurance and Surety Circular is modified.

SOLE.-
This Amending Circular shall enter into force on the day following its publication in the Official Gazette of the Federation.

The foregoing is made known to you, based on articles 366, section II, and 372, section VI, of the Law on Insurance and Surety Institutions.

INFORMATION AND DOCUMENTATION RELATED TO THE
REGULATORY REPORT ON
TECHNICAL RESERVES (RR-3)

For the purposes of the provisions of Provision 38.1.4., Institutions and Mutual Societies must submit, as indicated, the information and documentation related to the regulatory report on technical reserves (RR-3), as indicated below:

Institutions and Mutual Societies shall submit the Regulatory Report on Technical Reserves (RR-3), within 20 business days after the close of December and within 15 business days after the close of each quarter or each month, in case they have the authorization referred to in Provision 5.8.13 of this Single Circular.

In the case of Insurance Institutions and Mutual Societies, with the exception of Insurance Institutions authorized to practice pension insurance derived from social security laws.

Information delivery control report for Insurance Institutions and Mutual Societies

Quarterly, the RR3CERTS product must be sent, which must contain the Excel format file corresponding to the information delivery control report, in accordance with what is indicated below:

For its submission, the product must be encrypted in a single file in .ZIP.PGP format, whose name must consist of 21 alphanumeric characters, ordered as follows:

The first eight positions shall correspond to the specific product identifier:

In the ninth position, the company type code must be written:

The information contained in the cells of the column named "Report" shall be that related to the names of all reports indicated in this Regulatory Report, which may be submitted by Insurance Institutions and Mutual Societies.

Unearned premium reserve

Information with quarterly delivery frequency

The report of the results of the valuation of the unearned premium reserve for each branch or type of insurance, with quarterly delivery frequency, shall consist of the following:

The RR3RRCCV product, which must contain the text files of the valuation of the unearned premium reserve, the Excel format file corresponding to the summary of the valuation of the unearned premium reserve, and the certification document or documents, in PDF format, corresponding to the valuation of the unearned premium reserve, signed by the actuaries responsible for it, as referred to in the immediate following subsections 1, 2 and 3, in accordance with what is indicated below:

For its submission, the product must be encrypted in a single file in .ZIP.PGP format, whose name must consist of 21 alphanumeric characters, ordered as follows:

Each of the reports of results of the valuation of the unearned premium reserve shall contain the fields described below for each of them, which must be reported in a matrix arrangement in which each listed field must be delimited by the character known as pipe ("|") to the left and right of each field, except for the first and last of these, in which case they must only be delimited by pipes to the right and left, respectively. Each record shall correspond to the detail of the information by branch or type of insurance, according to each operation.

The number of fields and records shall be fixed and shall depend on each report, so that, when a field or a record is not applicable in a given report, it must be left empty.

Figures must be reported in national currency at the exchange rate corresponding to the currency or monetary unit in question, on the valuation date. For these purposes, the value of the exchange rate of the index or currency in question, published in the Official Gazette of the Federation on the valuation date, must be used.

a) Reports of "Unearned premium reserve for short-term life insurance", "Unearned premium reserve for accidents and illnesses" and "Unearned premium reserve for damages", Report Code 01, 05 and 08, respectively.

For these reports, short-term insurance shall be understood as those whose duration is less than or equal to one year, or damage and accident and illness insurance that operates in the multi-year or poly-annual modality.

These reports must contain the following information regarding the unearned premium reserve for short-term life insurance, accidents and illnesses, and damages, originating from the total operation (direct and assumed), ceded, and recoverable amounts, which is defined below and disaggregated according to the types of insurance corresponding to each operation.

Field 1:
Branch or type of insurance.- Must report, in each record, the name of the branch or type of insurance that corresponds, as indicated in the definition of records that follows this definition of fields.

Example for short-term life insurance.
Field 1, in record 1, must contain the text:
Individual life insurance

Example for accident and illness insurance.
Field 1, in record 6, must contain the text:
Collective personal accidents

Example for damage insurance.
Field 1, in record 5, must contain the text:
Agricultural and animal

Field 2:
Unearned risk premium.- Must correspond to the amount of the unearned risk premium of policies in force or in advance issuance, integrated by the sum of the unearned risk premium of each of the policies, certificates, or endorsements in force or in advance issuance, for short-term and multi-year insurance.

Field 3:
BEL-future obligations for the covered risk.- Must report the best estimate of the future cash flows of obligations of the Insurance Institution or Mutual Society.

Field 4:
Future premiums not considered in the premium debtor.- Must report future premiums that, where applicable, have not been registered as premium debtor and have been directly deducted in the calculation of the unearned premium reserve.

Field 5:
BEL-administration expenses.- Must report the best estimate of administration expenses in accordance with what is registered in the valuation method of the unearned premium reserve.

Field 6:
Other future costs.- Must report other future costs that, where applicable, have been considered in the calculation of the unearned premium reserve and that do not correspond to the amount of the BEL for risk and the BEL for expenses. These may be costs such as future dividends or surrenders that have not formed part of the BEL for risk or the BEL for expenses. There is no obligation to report anything in this item when there is nothing to report.

Field 7:
Risk margin.- Must report the amount of the risk margin corresponding to the policy in question.

Field 8:
Amount of the unearned premium reserve.- Refers to the amount of the unearned premium reserve, which incorporates the part corresponding to the BEL for future obligations for the covered risk, BEL for administration expenses, other future costs and the risk margin, deducting, where applicable, future premiums not considered in the premium debtor.

Field 9:
Amount of ceded premiums for policies in force.- The amount of the premium issued ceded in proportional reinsurance shall be indicated.

Field 10:
Reinsurance recoverable amounts.- Must report the amount of reinsurance recoverable amounts that have been calculated as part of the valuation of the unearned premium reserve, considering the probability of default.

In each record, the information reported in fields 2 to 8 must correspond to the branch or type of insurance reported in field 1, as defined below:

In the case of reports containing information on life insurance types of operation.

31 records must be reported, as follows.

Record 1:
Individual life insurance.- The totals of the information corresponding to the basic benefits and additional benefits of individual life insurance plans shall be reported.

Record 2:
Basic benefits.- The totals of the information corresponding to the basic benefits of individual life insurance plans shall be reported.

Record 3:
Term life insurance.- Information corresponding to the basic benefits of individual life insurance plans that cover only the risk of death for a temporary term of n years shall be reported.

Record 4:
Endowment insurance.- Information corresponding to the basic benefits of individual life insurance plans that cover the risk of death and provide for survival payments shall be reported.

Record 5:
Pure endowment insurance.- Information corresponding to the basic benefits of individual life insurance plans in which the benefit consists of the payment of an amount in case of survival of the insured shall be reported.

Record 6:
Other insurance.- Information corresponding to the basic benefits of individual life insurance plans that cannot be classified in the previous categories may be reported.

Record 7:

Additional benefits.- The totals of the information corresponding to additional benefits of individual life insurance plans shall be reported.

Record 8:

Accidental death.- The information corresponding to additional benefits of individual life insurance in which the granting of benefits in case of accidental death is provided shall be reported.

Record 9:

Disability.- The information corresponding to additional benefits of individual life insurance in which the granting of benefits in case of insured's disability is provided shall be reported.

Record 10:

Other additional benefits.- Information corresponding to additional benefits of individual life insurance that cannot be classified in the above categories shall be reported.

Record 11:

Group life with employment relationship.- The totals of the information corresponding to the basic and additional benefits of group life insurance plans with an employment relationship between the insured and the policyholder shall be reported.

Record 12:

Basic benefits.- The totals of the information corresponding to the basic benefits of group life insurance plans with an employment relationship shall be reported.

Record 13:

Term life insurance.- The information corresponding to the basic benefits of group life insurance plans with an employment relationship that cover only the risk of death temporarily shall be reported.

Record 14:

Endowment insurance.- The information corresponding to the basic benefits of group life insurance plans with an employment relationship that cover the risk of death and provide payments for survival shall be reported.

Record 15:

Pure endowment insurance.- The information corresponding to the basic benefits of group life insurance plans with an employment relationship in which the benefit consists of the payment of an amount in case of the insured's survival shall be reported.

Record 16:

Other insurance.- Information corresponding to the basic benefits of group life insurance plans with an employment relationship that cannot be classified in the above categories may be reported.

Record 17:

Additional benefits.- The totals of the information corresponding to the additional benefits of group life insurance plans with an employment relationship shall be reported.

Record 18:

Accidental death.- The information corresponding to additional benefits of group life insurance with an employment relationship, in which the granting of benefits in case of accidental death is provided, shall be reported.

Group life without employment relationship.- The totals of the information corresponding to the basic and additional benefits of group life insurance plans in which there is no employment relationship between the insured and the policyholder shall be reported.

Record 22:

Basic benefits.- The totals of the information corresponding to the basic benefits of group life insurance plans without an employment relationship shall be reported.

Record 23:

Term life insurance.- The information corresponding to the basic benefits of group life insurance plans without an employment relationship that cover only the risk of death temporarily shall be reported.

Record 24:

Endowment insurance.- The information corresponding to the basic benefits of group life insurance plans without an employment relationship that cover the risk of death and provide payments for survival shall be reported.

Record 25:

Pure endowment insurance.- The information corresponding to the basic benefits of group life insurance plans without an employment relationship in which the benefit consists of the payment of an amount in case of the insured's survival shall be reported.

Record 26:

Disability.- The information corresponding to additional benefits of group life insurance without an employment relationship, in which the granting of benefits in case of insured's disability is provided, shall be reported.

Total short-term life: The result of the sum of the values corresponding to records 1, 11, and 21 shall be reported.

In the case of reports containing the information of the lines or types of insurance of the accidents and diseases operation:

Medical expenses.- The totals of the information corresponding to individual and collective medical expense insurance shall be reported.

Record 2:

Individual medical expenses: The information corresponding to individual medical expense insurance shall be reported.

Record 3:

Collective medical expenses: The information corresponding to collective medical expense insurance shall be reported.

Record 4:

Personal accidents: The totals of the information corresponding to individual and collective personal accident insurance shall be reported.

Record 5:

Individual personal accidents: The information corresponding to individual personal accident insurance shall be reported.

Record 6:

Collective personal accidents: The information corresponding to collective personal accident insurance shall be reported.

Record 7:

Health: The totals of the information corresponding to individual and collective health insurance shall be reported.

Record 8:

Individual health: The information corresponding to individual health insurance shall be reported.

Earthquake and other catastrophic risks.- The information corresponding to earthquake and other catastrophic risk insurance shall be reported.

Record 5:

Agricultural and animal.- The information corresponding to agricultural and animal insurance shall be reported.

Record 6:

Automobiles.- The information corresponding to automobile insurance shall be reported.

Record 7:

Credit.- The information corresponding to credit insurance shall be reported.

Record 8:

Miscellaneous.- The information corresponding to miscellaneous insurance shall be reported.

Suretyship.- The information corresponding to suretyship insurance shall be reported.

Record 10:

b) Report of "Reserve for unearned premiums of long-term life insurance", Report Key 02.

For this report, long-term life insurance shall be understood as those life insurance policies whose term is greater than one year.

The report shall contain 31 records, with the following information regarding the reserve for unearned premiums of long-term life insurance, originating from the total operation (direct and assumed), ceded, and recoverable amounts, and disaggregated according to the types of insurance defined below.

Field 1:

Type of insurance.- The type of insurance corresponding shall be reported in each record, according to the definition presented below.

Field 2:

BEL-future obligations The best estimate of the future obligation flows associated with the reserve for unearned premiums shall be reported, which must include the risk portion covered, surrenders, acquisition costs, administrative expenses, and dividends.

Field 3:

Administrative expenses (Expense Provision).- The best estimate of future administrative expenses shall be reported.

Field 4:

Risk margin.- The amount of the corresponding risk margin shall be reported.

Field 5:

Amount of the reserve for unearned premiums.- This refers to the amount of the reserve for unearned premiums, which incorporates the portion corresponding to the BEL and the risk margin.

Field 6:

Amount of ceded premiums of in-force policies.- The amount of the ceded premium in proportional reinsurance shall be indicated.

Field 7:

Reinsurance recoverables.- The amount of recoverables from ceded reinsurance, obtained from the valuation, considering the probability of default, shall be reported.

In each record, the information reported in fields 2 to 7 shall correspond to the type of insurance reported in field 1, as defined below:

Record 1:

Individual life insurance.- The totals of the information corresponding to the basic and additional benefits of individual life insurance plans shall be reported.

Record 2:

Basic benefits.- The totals of the information corresponding to the basic benefits of individual life insurance plans shall be reported.

Record 3:

Traditional.- The information corresponding to traditional individual life insurance plans (term, endowment, whole life, etc.) that are not classified as flexible type plans, investment plans, or private pension plans shall be reported.

Record 4:

Flexible.- The information corresponding to individual life insurance plans classified as flexible or investment plans, based on the characteristics of premium payment and reserve formation, as recorded in the technical note corresponding to each product, shall be reported.

Record 5:

Pensions.- The information corresponding to private pension plans, as established in Article 27, fraction I, second paragraph of the LISF, shall be reported.

Record 6:

Other.- The information corresponding to individual life insurance plans whose characteristics are special and differ from or do not adjust to the characteristics described for the plans classified in the previous subsections shall be reported.

Record 7:

Additional benefits: The totals of the information corresponding to the additional benefits of individual life insurance plans shall be reported.

Record 8:

Accidental death: The information corresponding to additional benefits of individual life insurance, in which the granting of benefits in case of accidental death is provided, shall be reported.

Record 9:

Disability: The information corresponding to additional benefits of individual life insurance, in which the granting of benefits in case of insured's disability is provided, shall be reported.

Record 10:

Other additional benefits: Information corresponding to additional benefits of individual life insurance that cannot be classified in the above categories shall be reported.

Record 11:

Group life with employment relationship: The totals of the information corresponding to the basic and additional benefits of group life insurance plans with an employment relationship between the insured and the policyholder shall be reported.

Record 12:

Basic benefits.- The totals of the information corresponding to the basic benefits of group life insurance plans with an employment relationship shall be reported.

Record 13:

Traditional.- The information corresponding to basic benefits of group life insurance plans with an employment relationship (term, endowment, whole life, etc.), that are not classified as flexible type plans or private pension plans, shall be reported.

Group life without employment relationship: The totals of the information corresponding to the basic and additional benefits of long-term group life insurance plans without an employment relationship shall be reported.

Basic benefits.- The totals of the information corresponding to the basic benefits of group life insurance plans without an employment relationship shall be reported.

Record 23:

Traditional.- The information corresponding to basic benefits of group life insurance plans without an employment relationship (term, endowment, whole life, etc.), that are not classified as flexible type plans or private pension plans, shall be reported.

Record 24:

Flexible.- The information corresponding to basic benefits of group life insurance plans without an employment relationship, classified as flexible type plans based on the characteristics of premium payment and reserve formation, as recorded in the technical note corresponding to each product, shall be reported.

Record 25:

Pensions.- The information corresponding to private pension plans, as established in Article 27, fraction I, second paragraph of the LISF, shall be reported.

Record 26:

Other.- The information corresponding to basic benefits of group life insurance plans without an employment relationship, whose special characteristics differ from the characteristics described for the plans classified in the previous subsections, shall be reported.

Additional benefits: The totals of the information corresponding to the additional benefits of group life insurance plans without an employment relationship shall be reported.

Record 28:

Accidental death: The information corresponding to additional benefits of group life insurance without an employment relationship, in which the granting of benefits in case of accidental death is provided, shall be reported.

Record 29:

Disability: The information corresponding to additional benefits of group life insurance without an employment relationship, in which the granting of benefits in case of insured's disability is provided, shall be reported.

Record 30:

Other additional benefits: Information corresponding to additional benefits of group life insurance without an employment relationship that cannot be classified in the above categories shall be reported.

Record 31:

Total long-term life: The result of the sum of the values corresponding to records 1, 11, and 21 shall be reported.

c) Reports of "Reserve for unearned premiums of assumed reinsurance of life insurance", "Reserve for unearned premiums of assumed reinsurance of accidents and diseases" and "Reserve for unearned premiums of assumed reinsurance of damage", Report Keys 03, 06, and 09, respectively.

These reports shall contain, for the assumed operation, the information regarding the reserve for unearned premiums of life, accidents and diseases, and damage insurance, according to the fields defined in subsection a) for the direct operation, and disaggregated according to the types of insurance corresponding to each operation, as shown below.

In the case of life insurance:

The report shall contain 3 records.

Record 1:

Individual life.- The information corresponding to the basic and additional benefits of individual life insurance plans of the assumed reinsurance shall be reported.

Record 2:

Group life.- The information corresponding to the basic and additional benefits of group life insurance plans of the assumed reinsurance shall be reported.

Record 3:

Total life: The sum of each field, according to records 1 and 2, shall be reported.

In the case of insurance of the accidents and diseases operation:

The information shall be reported by each line and type of insurance, so it shall contain 10 records according to the list defined for report 05.

In the case of insurance of the damage operation:

The information shall be reported by each line, so it shall contain 12 records, according to the list defined for report 08.

d) Reports of "Reserve for unearned premiums of life insurance by currency", "Reserve for unearned premiums of accidents and diseases by currency" and "Reserve for unearned premiums of damage by currency", Report Keys 04, 07, and 10, respectively.

In these reports, the Insurance Institution or Mutual Society shall indicate the amount of the reserve for unearned premiums corresponding to direct insurance and assumed reinsurance policies that are in force or in advance issuance, classifying them by currency and disaggregated according to the types of insurance corresponding to each operation, as indicated below.

Field 1:

Type of insurance.- The line or type of insurance corresponding to each operation shall be reported in each record, as indicated for reports 03, 05, and 08 respectively.

Field 2:

Amount of the reserve for unearned premiums denominated in national currency.- This refers to the amount of the reserve for unearned premiums of policies in force or in advance issuance, denominated in national currency.

Field 3:

Amount of the reserve for unearned premiums denominated in dollars.- This refers to the amount of the reserve for unearned premiums of policies in force or in advance issuance, denominated in dollars.

Field 4:

Amount of the reserve for unearned premiums denominated in indexed units.- This refers to the amount of the reserve for unearned premiums of policies in force or in advance issuance, denominated in indexed units.

Field 5:

Total amount of the reserve for unearned premiums.- This corresponds to the sum of the reserve for unearned premiums of policies in force or in advance issuance.

Field 6:

Recoverables denominated in national currency.- The recoverables from ceded reinsurance of policies denominated in national currency shall be reported.

Field 7:

Recoverables denominated in dollars.- The recoverables from ceded reinsurance of policies denominated in dollars shall be reported.

Field 8:

Recoverables denominated in indexed units.- The recoverables from ceded reinsurance of policies denominated in indexed units shall be reported.

Field 9:

Total reinsurance recoverables.- This corresponds to the sum of the reinsurance recoverables.

In each record, the information reported in fields 2 to 9 shall correspond to the type of insurance reported in field 1, as defined below:

In the case of life insurance, the information shall be reported by each type of insurance according to the list defined for report 03.

In the case of insurance of the Accidents and Diseases operation, the information shall be reported by each line and type of insurance according to the list defined for report 05.

In the case of insurance of the damage operation, the information shall be reported by each line according to the list defined for report 08.

Reserve for unearned premiums by assumed reinsurance.

This report shall contain 5 records, which shall be reported as follows:

1.- Records 1 to 4: The information of each of the suretyship lines shall be reported.

2.- Record 5: The result of the sum of each field, in fields 2 to 4, shall be reported.

Below, each of the fields to be reported is defined:

Field 1:

Line.- The corresponding line shall be reported in each record. To this effect, it shall adhere to the following catalog:

Field 2:

Premium of the reserve of assumed reinsurance.- This shall correspond to the amount of the reserve premium of the in-force policies of the assumed reinsurance. In the case of policies of the fidelity line and the judicial sub-line that cover drivers of motor vehicles, the corresponding amount of the unearned reserve premium at the date of reporting shall be reported in this field.

Field 3:

Annual administrative expenses of assumed reinsurance.- The amount shall be reported

of annual administration expense of the policies in force of the reinsurance taken. In the case of fidelity and judicial sub-branch policies covering motor vehicle drivers, the amount corresponding to the unaccrued annual administration expense as of the reporting date must be reported in this field.

Field 4:

Reserve for surety bonds in force of the reinsurance taken.- Refers to the amount of the surety bond reserve in force of the reinsurance taken, which incorporates the sum corresponding to the reserve premium of the reinsurance taken and the annual administration expenses of the reinsurance taken.

In each record, the information reported in fields 2 to 4 must correspond to what is reported in field 1.

f) Report of large products

This report must contain 10 records, in each of which one of the ten most representative products in terms of volume of issued premium or risk reserve in force must be indicated. Large products are understood as follows:

In the case of long-term life insurance, products whose issued premium as of the reporting date has represented for the Insurance Institution or Mutual Society an amount greater than 10% of the total issued premium of the life operation (as of the reporting date) and which in amount is greater than $50,000,000.00 (Fifty million pesos, N.M.), or whose risk reserve in force at the close of the reporting quarter is greater than $50,000,000.00 (Fifty million pesos, N.M.).

ii)

If it concerns insurance other than long-term life insurance, products whose issued premium as of the reporting date has represented for the Insurance Institution or Mutual Society an amount greater than 10% of the total issued premium of the corresponding operation (as of the reporting date) and which in amount is greater than $50,000,000.00 (Fifty million pesos, N.M.) must be reported.

iii)

If it concerns package products (as defined in Provision 4.1.12 of this Circular), those whose issued premium as of the reporting date is greater than 10% of the total issued premium of the Insurance Institution or Mutual Society (as of the reporting date) and in amount is greater than $50,000,000.00 (Fifty million pesos, N.M.) must be reported.

The information that will make up this report is defined below:

Field 1:

Product Name.- Indicate the name of the product. This field does not refer to the commercial name of the product, but to the generally recognized technical name, which corresponds to the technical characteristics of the product, such as "Temporary insurance for n years", "Endowment insurance for 10 years", "Flexible insurance", "Universal life insurance", "Unemployment insurance", "Machinery breakage insurance", "Hurricane insurance", "Total and partial disability income insurance", "Hospitalization income insurance".

Field 2:

Valid registration number(s).- List, for each of the reported products, the registration number(s) with the Commission.

Field 3:

Branch or type of insurance.- Indicate the branch or type of insurance corresponding to the product. Regarding package products, the branches or types of insurance to which each of the coverages that make up the product belong will be listed (Examples: Individual Life, Medical Expenses, Fire, Miscellaneous, Maritime and Transport, etc.).

Field 4:

Issued Premium.- The accumulated issued premium from January 1 until the close of the quarter in question will be reported.

Field 5:

Risk Reserve in Force.- The balance of the risk reserve in force at the close of the corresponding quarter will be reported.

Field 6:

Number of policies, certificates, or endorsements.- It is the number of policies, certificates, or endorsements in force at the close of the corresponding quarter.

In each record, the information reported in fields 2 to 6 must correspond to the product name reported in field 1.

g) Report of Large Risks

This report must contain 10 records, in each of which the following information must be reported for the ten active property insurance businesses at the close of the reported quarter, whose volume of sum insured, in a single insured risk unit, is greater than USD 50,000,000.00 (Fifty million United States dollars). The objective of this report is to identify those risks that could represent a significant loss for the company in the event of a claim. In this sense, the insured risk unit to be reported is understood to be only those insured assets that, corresponding to a single thing or building, have an insured value such that, in case of damage from the covered risk, the amount of the insurer's obligation or liability could be equal to or greater than the indicated amount. Businesses consisting of insuring sets of assets constituted by various properties or buildings whose insured value, in aggregate, is equal to or greater than the indicated amount will not be considered in this report, unless the Insurance Institution has information allowing it to know that a single unit constituting the set of insured units has a value that could cause it a loss equal to or greater than the indicated amount.

Field 1:

Description of the asset and covered risk.- The insured asset and the risk or risks against which coverage is being provided will be described.

Field 2:

Policyholder.- Name or corporate name of the policyholder.

Field 3:

Policy Number.- Indicate the policy number.

Field 4:

Start of Validity.- Corresponds to the start date of the policy's validity, in yyyymmdd format.

Field 5:

End of Validity.- Corresponds to the end date of the policy's validity, in yyyymmdd format.

Field 6:

Branch.- Indicate the branch corresponding to the policy. Regarding package products, the branches to which each of the coverages that make up the product belong will be listed (Examples: Fire, Miscellaneous, Maritime and Transport, etc.).

Field 7:

Issued Premium.- The issued premium for the year, corresponding to the policy, will be reported.

Field 8:

Risk Reserve in Force.- The balance of the risk reserve in force at the close of the corresponding quarter will be reported.

Field 9:

Sum Insured.- Total sum insured at risk of the insured asset.

Field 10:

Main Reinsurers.- List the names of the main reinsurers of the policy in question.

In each record, the information reported in fields 2 to 10 must correspond to the risk described in field 1.

h) Microinsurance Report

This report must contain 10 records, in each of which the information relative to life, accident and disease, or property insurance products that meet any of the following characteristics must be reported:

Products that have been registered as microinsurance with the Commission.

Products that, even if they have not been registered as microinsurance with the Commission, have been designed by the Insurance Institution or Mutual Society with special characteristics, such as sums insured of small amounts, simplified operational schemes, mass marketing channels, among others, and that have as their object offering insurance coverage exclusively to persons of low economic means.

Field 1:

Product registration number.- For products registered from July 16, 2002 onwards, the number assigned to the product in the module of the Commission's Website; for products whose technical note was registered prior to the aforementioned date, the registration number of the technical note or the number of the official letter issued by the Commission, through which the aforementioned technical note was authorized.

Field 2:

Covered Risk.- Contingency whose possible damage or economic loss is covered by the microinsurance. As part of the risk description, the damage or economic loss covered may be mentioned. (Examples: material damage from hurricane, indemnity for death by accident, medical expenses for serious illnesses, theft in home, daily indemnity for unemployment). For products covering more than one risk, whether covered as basic or additional benefits, or if the risks must be registered in different branches or sub-branches, a row or line must be used for each covered risk whenever possible.

Field 3:

Type of Coverage.- The key "B" must be assigned to basic coverages and the key "A" to additional coverages, using a row or line for each coverage.

Field 4:

Number of policies, certificates, or endorsements issued in the year.- The number of policies, certificates, or endorsements issued as of the close of the reported quarter must be reported, even if they are not in force at the end of the same. For additional benefits of the life operation, the number of policies or certificates that contracted the additional benefit must be reported whenever possible, even if the policy or certificate has already been accounted for in the basic coverage.

Field 5:

Sum Insured.- The amount of the sums insured contracted for policies, certificates, or endorsements issued during the year in question, up to the close of the reported quarter, must be reported, even if they are not in force at the end of the same.

Field 6:

Issued Premium.- The issued premium for policies, certificates, or endorsements issued during the year and up to the close of the reported quarter, corresponding to each basic or additional coverage, or covered risk, must be reported.

Field 7:

Acquisition Expense Amount.- The amount of acquisition expenses contained in the issued premiums as of the close of the reported quarter must be reported.

Field 8:

Administration Expense Amount.- The amount of administration expenses contained in the issued premiums as of the close of the reported quarter must be reported.

Field 9:

Profit Margin Amount.- The amount of the profit margin contained in the issued premiums as of the close of the reported quarter must be reported.

Field 10:

Number of policies, certificates, or endorsements in force.- The number of policies, certificates, or endorsements in force as of the close of the quarter in question must be reported (even if their validity did not start in that year, as may be the case for long-term life policies, or multi-year insurance).

Field 11:

Sums Insured in Force.- The amount of the sums insured contracted for policies, certificates, or endorsements in force as of the close of the quarter in question must be reported.

Field 12:

Issued Premiums in Force.- The issued premium for policies, certificates, or endorsements in force as of the close of the quarter in question must be reported (even if the premium was not issued in that year, as may be the case for long-term life policies, or multi-year insurance).

Field 13:

Number of Claims.- The number of claims received as of the close of the reported quarter must be reported, regardless of the status of the claim as of the reporting date.

Field 14:

Claim Amount.- The amount of claims received as of the close of the quarter in question must be reported, whether reporting the amount claimed by the insured/policyholder/beneficiary, or the amount estimated by the Insurance Institution or Mutual Society (including adjustments).

Field 15:

Number of Paid Claims.- The number of claims paid as of the close of the quarter in question must be reported, regardless of the date of registration of the claim, and not counting as a paid claim, the supplements to initial payments.

Field 16:

Amount of Paid Claims.- The amount of paid claims as of the close of the quarter in question must be reported, integrated by the sum of the concepts of initial and supplementary claims, regardless of the date of registration of the claim.

In each record, the information reported in fields 2 to 16 must correspond to the product reported in field 1.

i) Agricultural and Animal Insurance Report

This report must contain 34 records, which must be reported as follows:

Records 1 to 32: Information will be reported by federal entity, corresponding to both direct insurance and reinsurance taken, which must include information on agricultural and rural insurance funds.

Record 33: Information corresponding to direct insurance from abroad will be reported.

Record 34: The result of the sum of each field, in fields 2 to 11, will be reported, while in field 12, the total amount of excess loss coverages contracted by the Insurance Institution or Mutual Society to cover the risk of agricultural and animal insurance will be reported.

j) Insurance with Savings Component Report

This report must contain 2 records, in each of which the following information will be reported for life insurance with a savings or investment component, distinguishing between individual insurance and group insurance.

Insurance with pure savings or investment components are understood to be those that generate a savings fund through the formation of a reserve in which premiums, dividends, or interests are accumulated or capitalized and which, contractually, belong to the insured. Such insurance, regardless of the commercial name they receive, may include some of the following: pure endowment insurance, short-term endowment insurance, flexible insurance, investment life insurance, deferred annuities, retirement or separation insurance that are in the accumulation period, etc.

Field 1:

Number of Insured in the Year.- The number of insured persons who have been insured since January 1, as of the close of the quarter in question, whether or not the respective policies or endorsements are in force, will be reported.

Field 3:

Number of Insured in Force.- The number of insured persons who are in force, as of the close of the quarter in question, will be reported.

Field 4:

Issued Premium.- The issued premium for policies or endorsements issued as of the close of the reported quarter must be reported.

Field 5:

Retained Premium.- The retained premium as of the close of the reported quarter must be reported.

Field 6:

Sum Insured.- The amount of the sums insured of the policies in force as of the close of the reported quarter must be reported.

Field 7:

When a field is not applicable to a record, the column for that field must be left empty, while still maintaining the corresponding pipes.

The amounts indicated in each of the fields that make up the databases must be expressed in the original currency or monetary unit in which the policy is subscribed, except for the field called National Currency Reserve, in which the amount must always be expressed in national currency, for which, if applicable, the exchange rate corresponding to the annual closing will be used.

The database in question must not include additional information on policies, certificates, clauses, or endorsements that are expired or canceled at the time of valuation, regardless of whether such information is maintained within the respective Insurance Institution's or Mutual Society's own controls.

The parameters of paid-up and extended insurance policies must be those that these Insurance Institutions and Mutual Societies have used for the valuation of their unearned premium reserve at the time of the report, omitting the value of the parameters of the original plan from which they originate.

The quantities reported in the databases must be expressed without decimals, except, if applicable, for the plan duration and the premium payment term.

The fields referred to in subsection a) above must be filled in accordance with the following definitions:

Operation.- Refers to whether the policy, certificate, clause, or endorsement corresponds to direct operation, assumed, or co-surety. In the first case, the text " DI " will be entered, in the second, " TO ", and in the third case " RF ".

Group insurance policies will also be classified as such, which, as of the end of 2009, were classified as collective, before the entry into force of the Group Insurance Regulation, for Life Operation and Collective Insurance for Accidents and Illnesses Operation, published in the Official Gazette of the Federation on July 20, 2009.

These are bonds whose subscribed insured amount is determined as the expected amount of claims.

Field 3:

Policy number.- The assigned policy number must be indicated, according to the internal control criteria of the Insurance Institution or Mutual Society. In the case of assumed reinsurance or co-surety operations, this concept will correspond to the policy number or assumed reinsurance or co-surety contract.

Field 4:

Certificate, clause or endorsement (movement).- In cases where, in addition to the policy, there are certificates, clauses, or endorsements that consider different premiums, validities, and coverages than the main policy and for which a specific reserve valuation has been carried out, the respective Insurance Institution or Mutual Society must, according to its own criteria, establish a control number to identify the information related to said certificates, clauses, or endorsements.

Field 5:

Start date of validity.- The start date of validity of the policy, certificate, clause, or endorsement corresponding to each record must be indicated. In the case of assumed reinsurance or co-surety operations, this concept will correspond to the start date of validity of the assumed reinsurance or co-surety policy or contract. The date must be an 8-character string of numbers, indicating the day in the first two positions; the month in the third and fourth; and the year from the fifth to the eighth, completing with leading zeros in the case of months and days that do not occupy the two assigned positions.

Field 6:

End date of validity.- The date on which the validity of the policy, certificate, clause, or endorsement corresponding to each record will end must be indicated. In the case of assumed reinsurance or co-surety operations, this concept will correspond to the end date of validity of the assumed reinsurance or co-surety policy or contract. The date must be an 8-character string of numbers, indicating the day in the first two positions; the month in the third and fourth; and the year from the fifth to the eighth, completing with leading zeros in the case of months and days that do not occupy the two assigned positions.

Field 7:

Gross issued premium.- The gross amount of the issued premium used for the reserve valuation of the policy, certificate, clause, or endorsement in question must be indicated, without including taxes or policy fees.

Field 8:

Gross risk premium.- The amount of the risk premium of the policy, certificate, clause, or endorsement in question must be identified, without deducting the ceded reinsurance portion.

Field 9:

Gross unearned risk premium.- The amount of the gross unearned risk premium of the policy, certificate, clause, or endorsement in question must be identified, without deducting the ceded reinsurance portion. This value will correspond to the value of the gross risk premium multiplied by the accrual factor corresponding to the portion of the unexpired validity period.

Field 10:

Acquisition cost.- This will be the amount of the acquisition cost of the policy, certificate, clause, or endorsement in question. In the case of long-term life insurance, the acquisition cost must be the levelized acquisition cost.

Field 11:

Administration expenses.- The amount of administration expense that has been applied for the calculation of the reserve of the policy, certificate, clause, or endorsement in question must be identified. In the case of long-term life insurance, the administration expense must be the levelized annual expense used for the reserve valuation.

Field 12:

Profit margin.- The amount corresponding to the profit margin that has been applied for the calculation of the reserve of the policy, certificate, clause, or endorsement in question must be identified.

Field 13:

Product registration number.- The product registration number obtained before this Commission, corresponding to the policy, certificate, clause, or endorsement, must be indicated. In the case of insurance plans that, within the framework of the applicable regulations, do not require registration, " Exempt " must be indicated.

Field 14:

Currency or monetary unit.- The currency or monetary unit in which the value of the benefit or risk covered by the product corresponding to the policy, certificate, clause, or endorsement in question is defined or indexed must be indicated. The indication must be made with a 4-character text string, in accordance with what is indicated in the following table:

Field 15:

Insurance plan identifier.- For each policy, certificate, clause, or endorsement, a key that these Insurance Institutions and Mutual Societies will freely define must be indicated, by which they will specifically identify the type of plan in question, according to their control and classification criteria. For this purpose, these Insurance Institutions and Mutual Societies must design a catalog in which they indicate the keys used and the characteristics of the insurance plans corresponding to each key. The catalog must be sent in a Word file, as part of the RR3RRCBD package.

Field 16:

Retained issued premium.- The amount of the issued premium of the policy, certificate, clause, or endorsement in question must be indicated, without including taxes or policy fees, deducted from the portion of premium that has been ceded in proportional reinsurance.

Field 17:

Reinsurance recoverable amounts.- The amount of reinsurance recoverable amounts, determined in accordance with applicable regulations and with which the corresponding asset item has been integrated, must be identified.

Field 18:

Multi-year policy identifier.- It must be indicated whether the policy, certificate, clause, or endorsement corresponds to a multi-year policy. This indication must be made with the text string " MA ".

Field 19:

Basic or additional benefit identifier.- In the type of insurance plans that apply, it must be indicated whether it is a basic benefit or an additional benefit. In the case of basic benefits, the field must be denoted as " BB " and in the case of an additional benefit, the field must be denoted as " BA ", with the understanding that one benefit must be reported per record.

Field 20:

Insured's age at contracting.- In long-term life insurance, the age of the insured that was used for underwriting the policy or certificate must be indicated.

Field 21:

Gross insured sum.- In long-term life insurance, the gross insured sum with which the reserve has been valued must be indicated. In the case of plans that, due to their characteristics, have a variable insured sum, the insured sum reached at the time of valuation must be indicated. In the case of annuities or other types of periodic indemnities, the amount of the periodic indemnity reached at the time of valuation must be indicated as the insured sum.

Field 22:

Premium payment term.- When applicable, the premium payment term contracted with the insured must be indicated. In the case of long-term plans contracted with a single premium, the premium payment term must be indicated as " 1 ". In case of fractions of a year, it must be indicated with 2 decimals.

Field 23:

Plan duration.- For insurance with a duration greater than one year, the number of years that the validity period of the insurance plan in question will comprise must be indicated. In case of fractions of a year, it must be indicated with 2 decimals.

Field 24:

Insured's sex.- When applicable, the sex of the insured must be indicated in the policy or insurance certificate in question. The sex must be indicated in a 1-character text string, indicating " H " if male, or " M " if female.

Field 25:

Paid-up and extended identifier.- When applicable, it must be indicated whether it is a paid-up or extended insurance. The indication must be made with a 3-character text string, indicating " PRO " if the insurance is extended, or " SAL " if it is paid-up. Regardless of this identifier, paid-up or extended plans must be classified into some of the traditional life insurance plans indicated in the following section.

Field 26:

Traditional life insurance plan identifier.- In the case of basic life insurance benefits, it must be indicated whether it is one of the traditional life insurance plans listed below:

Field 27:

BEL-Risk.- In the case of short-term insurance, this will be the amount of the risk component of the best estimate of the unearned premium reserve. In the case of long-term insurance, it must correspond to the best estimate of all future flows of the Insurance Institution or Mutual Society.

Future premiums.- In the case of short-term insurance, future premiums not considered in the premium debtor registered by the Insurance Institution or Mutual Society must be reported.

Field 29:

BEL-Expenses.- In the case of short-term insurance, this will be the amount of the expense component of the best estimate of the unearned premium reserve.

Field 30:

Risk margin.- In the case of short-term insurance, this will be the amount of the risk margin corresponding to the unearned premium reserve. This concept is only mandatory to report at the policy level when the institution has registered that calculation method for the risk margin as part of its reserve methodology.

Field 31:

Other future costs.- In the case of short-term insurance, other future costs that must form part of the unearned premium reserve must be reported.

Field 32:

Original Currency Reserve.- In the case of short-term insurance, the gross amount of the unearned premium reserve of the policy, certificate, clause, or endorsement, determined in accordance with the valuation criteria provided in the applicable regulations, in units of its original currency or monetary unit in which the plan is contracted, must be indicated.

Field 33:

National Currency Reserve.- In the case of short-term insurance, the gross amount of the unearned premium reserve of the policy, certificate, clause, or endorsement, determined in accordance with the valuation criteria provided in the applicable regulations, translated to national currency, must be indicated.

The amounts indicated in each of the fields that make up the databases must be expressed in the original currency or monetary unit in which the policy was subscribed, except with respect to the field named Recoverable amount N.C., in which the amount must always be expressed in national currency, for which, if applicable, the exchange rate corresponding to the annual close shall be used.

The database in question must contain only information on policies in force and, if applicable, on policies issued in advance at the time of valuation, so it must not include information on policies, endorsements, or certificates that are expired or cancelled at the time of such valuation, regardless of whether such information is maintained within the controls of the respective Insurance Institution or Mutual Society.

The quantities reported in the database in question, except for what corresponds to the Probability of default, must be expressed without decimals.

Certificate, clause, or endorsement (movement).- In cases where certificates, clauses, or endorsements exist in addition to the policy, which consider premiums, terms, and coverages different from the main policy and for which a specific valuation of their reserve has been carried out, the respective Insurance Institution or Mutual Society must, in accordance with its own criteria, establish a control number to serve to identify the information related to said certificates, clauses, or endorsements.

Field 5:

Multi-year policy identifier.- It will be indicated whether the policy, certificate, clause, or endorsement corresponds to a multi-year policy. This indication must be made with the text string " MA ".

Field 6:

Reinsurer number.- The reinsurer's key, assigned by the Ministry of Finance and Public Credit in the General Register of Authorized Foreign Reinsurers to Assume Reinsurance and Retrocession in the Country, must be indicated. In the case where the reinsurer covering the risk is not registered, " NO REGISTRADA " will be captured in this field.

Field 7:

Risk BEL participation.- In the case of short-term insurance, the quantity resulting from multiplying the proportion of risk ceded by the risk component of the best estimate of the corresponding policy, certificate, or endorsement will be recorded. In the case of long-term insurance, it must correspond to the amount of recoverable reinsurance amounts, relative to the best estimate of all future flows of the Insurance Institution or Mutual Society.

Field 8:

Probability of default.- The probability of default will be that corresponding to the Insurance Institution or foreign reinsurer entity, based on the rating that such entity has, in accordance with fractions V and VIII of Provision 8.20.2 of Chapter 8.20 of these provisions.

Field 9:

Recoverable amount O.C.- In the case of short-term insurance, the amount of recoverable reinsurance amounts in original currency will be identified, determined in accordance with applicable regulations and with which the corresponding asset item has been integrated.

Each of the valuation results reports for the reserve for outstanding obligations will contain the fields described below for each of them, which must be reported in a matrix arrangement where each listed field must be delimited by the character known as a pipe ("|") to the left and right of each field, except for the first and last of these, in which case, they must only be delimited by pipes to the right and left, respectively, and each record will correspond to the detail of the information by branch or type of insurance, according to each operation. The number of fields and records will be fixed and will depend on each report, so, when a field is not applicable in a given report, it must be left empty. The figures in all reports must be reported in national currency at the exchange rate corresponding to the currency or monetary unit in question, as of the valuation date. For these purposes, the exchange rate value of the index or currency in question, published in the Official Gazette of the Federation as of the valuation date, must be used. a) Reports of "Reserve for outstanding obligations of the life operation", "Reserve for outstanding obligations of reinsurance taken from the life operation", "Reserve for outstanding obligations of the accidents and illnesses operation", "Reserve for outstanding obligations of reinsurance taken from the accidents and illnesses operation", "Reserve for outstanding obligations of the damages operation" and "Reserve for outstanding obligations of reinsurance taken from the damages operation". SONR and GAAS Reserve.- Refers to the amount of the reserve, which incorporates the part corresponding to the BEL of future obligations for claims incurred but not reported, for adjustment expenses assigned to claims and the risk margin (sum of fields 6 and 7). Field 9:
Dividends of known amounts.- Refers to the reserve constituted for outstanding obligations for dividends that constitute certain or due obligations.
Field 10:
Contingent dividends.- Refers to the reserve constituted for outstanding obligations for dividends that do not yet constitute certain or due obligations, but are estimated to be paid in the future for the obligations to distribute profits provided for in insurance contracts, derived from the favorable behavior of the risks, returns or expenses of the Insurance Institution or Mutual Society during the accrued period of validity of the policies in force. Field 11:
Total dividends.- Corresponds to the sum of the reserves for dividends of known amounts and contingent dividends (sum of fields 9 and 10).
Field 12:
Outstanding obligations for administration of expired payments and benefits.- Refers to the reserve for outstanding obligations corresponding to the administration of sums that, by way of dividends, endowments, annuities or other indemnities, are entrusted by policyholders or their beneficiaries to Insurance Institutions or Mutual Societies. c) Report of Responsible Parties

This report must contain 6 records, in each of which the following information must be reported for the official of the Insurance Institution or Mutual Society responsible for the valuation of the reserve for outstanding obligations, as well as for the actuaries who certify said valuations, for each of the operations. The submission of this report is mandatory.

Field 1:

Responsible Party.- For each record, it must be reported whether the requested information corresponds to the official responsible for the technical area or to the certifying actuary, according to the following:

For each operation carried out by the Insurance Institution or Mutual Society (life, property and casualty, and accident and health), a certification letter in PDF format must be sent, corresponding to the valuation of the reserve for outstanding obligations, signed by the actuary or actuaries responsible for said valuation.

The PDF files for each operation must contain the name and electronic signature of the actuary or actuarial graduate responsible for the valuation, professional license number, number of the current certification issued by the professional college of the specialty or the accreditation of the Commission required for the preparation and signing of the valuation of technical reserves, in compliance with the provisions of article 226 of the LISF.

Each of the catastrophic risk reserve valuation results reports shall contain the fields described below for each of them, which must be reported in a matrix array where each listed field must be delimited by the character known as pipe ( " | " ) to the left and right of each field, except for the first and last of these, in which case they must only be delimited by pipes to the right and left, respectively. Each record shall correspond to the detailed information by branch or type of insurance, according to each operation.

The number of fields and records will be fixed and will depend on each report, so, when a field is not applicable in a given report, it must be left empty.

Figures must be reported in national currency at the exchange rate corresponding to the currency or monetary unit in question, on the valuation date. For these purposes, the exchange rate value of the index or currency in question, published in the Official Gazette of the Federation on the valuation date, must be used.

a) Report on " Catastrophic risk reserve for earthquake insurance "

The report must contain 13 records, filled in according to the following:

Accrued retained risk premium for the month.- This field must be filled only for records 2 to 13, and refers to the total amount of the accrued portion of the retained risk premium of the policies, certificates or endorsements that were in force during the month in question for earthquake insurance.

Field 5:
Financial products for the month.- This field must be filled only for records 2 to 13, and refers to the amount of financial products of this reserve, determined based on the average monthly effective rate of the issues for the month in question, of the 28-day Federal Treasury Certificates.

Field 6:
Impact on the catastrophic earthquake risk reserve.- This field must be filled only for records 2 to 13, and corresponds to the total amount by which the catastrophic earthquake risk reserve has been affected during the month, in case the assumptions considered in Section V of Provision 5.6.6. of the CUSF were met.

Field 7:
Reserve balance at month-end.- Refers to the amount of the catastrophic earthquake risk reserve, at the end of the month in question.

In each record, the information reported in fields 3 to 7 must correspond to the year and month reported in fields 1 and 2 respectively.

b) Report on " Maximum accumulation limit of the catastrophic risk reserve for earthquake insurance "

The report must contain 7 records, filled in according to the following:

Field 1:
Year.- Records 1 to 5 of this field must contain the number of the year to which the amount of the probable maximum loss of retention (PML) reported in each of these records corresponds. It should be noted that, in each report, the records must present information corresponding to the last 5 years. Amount of contribution release.- This field must be filled only for records 2 to 13, and corresponds to the amount released from contributions to the catastrophic risk reserve for housing credit insurance, in case the assumptions considered in Section IV of Disposition 5.6.3. of the CUSF occurred.

PML.- Refers to the amount of the Probable Maximum Loss that has been calculated for housing credit insurance, at the close of the month in question.

Field 9:

Reserve balance at month-end.- Refers to the amount of the catastrophic risk reserve for housing credit insurance, at the close of the month in question.

h) Report on "Catastrophic risk reserve for financial guarantee insurance"

The reports of results of the valuation of the special technical reserve for the use of experimental rates will contain the fields described below, which must be reported in a matrix arrangement where each listed field must be delimited by the character known as a pipe ( " | " ) to the left and right of each field, except for the first and last of these, in which case they must only be delimited by pipes to the right and left, respectively. The number of fields and records will be fixed, so when a field is not applicable in a given report, it must be left empty. Figures must be reported in national currency at the exchange rate corresponding to the currency or monetary unit in question, on the valuation date. For these purposes, the exchange rate value of the index or currency in question, published in the Official Gazette of the Federation on the valuation date, must be used. a) Reports of " Special technical reserve for the use of experimental rates " This report must contain 169 records with the following information regarding the special technical reserve for the use of experimental rates.

Field 4: Accrued retained risk premiums.- Must correspond to the amount of the accrued retained risk premium from policies issued, comprising the sum of the accrued retained risk premium from each of the policies, certificates, or endorsements issued.

Field 5: Retained claims at year-end.- The amount of retained claims recorded at the close of the respective fiscal year (including adjustments) must be reported.

Field 6: Financial products for the month.- This is the amount of financial products generated during the month by the investment of the reserve.

Field 7: Impact on the reserve.- This is the total amount by which the special technical reserve for the use of experimental rates has been impacted at the close of the fiscal year for the month at the close of the month.

Field 7: Reserve balance at month-end.- This is the amount of the special technical reserve for the use of experimental rates, at the close of the respective month, after the corresponding impacts.

It should be noted that in the record corresponding to the month of December of the year immediately prior to the reporting period, only fields 1, 2, 3 and 8 must be reported. Likewise, in the records corresponding from January to November, only fields 1, 2, 3, 4, 6 and 8 must be reported. Whereas, in the record corresponding to the month of December of the reporting fiscal year, all fields (1 to 8) described in this subsection must be reported. In each record, the information reported in fields 4 to 8, as applicable, must correspond to what is reported in fields 1, 2 and 3 .

a) Report of " Responsible Parties "
This report must contain 6 records, in each of which the following information must be reported for the official of the Insurance Institution or Mutual Society responsible for the valuation of the special technical reserve for the use of experimental rates, as well as for the actuaries who certify said valuations, for each of the operations.

Field 1: Responsible Party.- Must report, for each record, the requested information of the official responsible for the technical area or the certifying actuary, as appropriate, according to the following:

Each of the aforementioned results reports will contain the fields described below for each of them, which must be reported in a matrix arrangement where each listed field must be delimited by the character known as pipe ("|") to the left and right of each field, except for the first and last of these, in which case they must only be delimited by pipes to the right and left, respectively. Each record will correspond to the detailed information by branch or type of insurance, according to each operation.

The number of fields and records will be fixed and will depend on each report, so, when a field is not applicable in a given report, it must be left empty.

Figures must be reported in national currency at the exchange rate corresponding to the currency or monetary unit in question, as of the valuation date. For these purposes, the exchange rate value of the index or currency in question, published in the Official Gazette of the Federation on the valuation date, must be used.

a) Report on "In-force bond reserves from direct operation and reinsurance assumed"

This report must contain 18 records with the following information regarding the in-force bond reserve, originating from direct operation, assumed, and recoverable amounts, which is defined below and disaggregated according to the types of bonds corresponding to each operation.

Field 1: Branch or sub-branch.- Each record must report the corresponding branch or sub-branch, as indicated in the definition of records that follows this field definition.

Field 2: Reserve premium.- Must correspond to the amount of the reserve premium for in-force policies from direct operation, integrated by the sum of the reserve premium for each of the policies and their in-force movements. In the case of policies from the fidelity branch and the judicial sub-branch covering automobile drivers, the unearned reserve premium as of the report date must be reported in this field.

Field 3: Administration expenses.- Must report the amount of administration expenses for in-force policies from direct operation, integrated by the sum of the administration expenses for each of the policies and their in-force movements. In the case of policies from the fidelity branch and the judicial sub-branch covering automobile drivers, the unearned administration expense as of the report date must be reported in this field.

Field 4: In-force bond reserve.- Refers to the amount of the in-force bond reserve from direct operation, which incorporates the sum corresponding to the reserve premium and administration expenses.

Field 5: Recoverable reinsurance amounts.- Must report the recoverable amounts from ceded reinsurance considering the probability of default.

Field 6: Reserve premium for reinsurance assumed.- Must correspond to the amount of the reserve premium for in-force policies from reinsurance assumed, integrated by the sum of the reserve premium for each of the policies and their in-force movements. In the case of policies from the fidelity branch and the judicial sub-branch covering automobile drivers, the unearned reserve premium as of the report date must be reported in this field.

Field 7: Administration expenses for reinsurance assumed.- Must report the amount of administration expenses for in-force policies from reinsurance assumed, integrated by the sum of the administration expenses for each of the policies and their in-force movements. In the case of policies from the fidelity branch and the judicial sub-branch covering automobile drivers, the unearned annual administration expense as of the report date must be reported in this field.

Field 8: In-force bond reserve for reinsurance assumed.- Refers to the amount of the in-force bond reserve from reinsurance assumed, which incorporates the sum corresponding to the reserve premium and annual administration expenses.

Field 9: Recoverable reinsurance amounts corresponding to reinsurance assumed.- Must report the recoverable amounts from reinsurance considering the probability of default, corresponding to the reinsurance assumed operation.

In each record, the information reported in fields 2 to 9 must correspond to the branch or sub-branch reported in field 1, as defined below:

Record 1: Total fidelity bond reserves: The totals of the information corresponding to individual and collective fidelity bonds will be reported.

Record 2: Individual fidelity bonds: Information corresponding to individual fidelity bond policies will be reported.

Record 3: Collective fidelity bonds: Information corresponding to collective fidelity bond policies will be reported.

Record 4: Total judicial bond reserves: The totals of the information corresponding to the judicial bond branch will be reported.

Record 5: Criminal judicial bonds: Information corresponding to criminal judicial bond policies will be reported.

Record 6: Non-criminal judicial bonds: Information corresponding to non-criminal judicial bond policies will be reported.

Record 7: Judicial bonds covering auto drivers: Information corresponding to judicial bond policies covering motor vehicle drivers will be reported.

Record 8: Total administrative bonds: The totals of the information corresponding to administrative bond policies will be reported.

Reserve balance at month-end: This is the amount of the contingency reserve at the end of the month in question, after the corresponding impairments.

Contingency reserve limit: The maximum amount of the contingency reserve, calculated in accordance with current regulations, must be reported.

It should be noted that for the record corresponding to December of the year immediately preceding the reporting year, only fields 1, 2, 10, and 11 must be reported.

d) Report of "Paid Claims Triangles"

This report must contain, for each type of surety, information related to the Institution's paid claims, classifying them in a matrix arrangement, by origin year and development year, as indicated below:

Fidelity Collective Certificate These are sureties based on the issuance of a single policy that includes a single group of employees, who may hold different positions and have different individual amounts. The positions covered by this product are the following: Administrative Staff, Salespeople, and Insurance and Surety Agents.

Fidelity Collective Traditional global These are sureties based on the issuance of a single policy with a single amount for all bonded employees, excluding commission agents and sales agents.

Fidelity Collective Comprehensive global These are sureties based on the issuance of a single policy with a single amount for all bonded employees, including salespeople and employees.

Fidelity Collective Single amount for salespeople These are sureties based on the issuance of a single policy that covers the responsibilities of salespeople, commission agents, or persons who perform similar activities, with a single amount for each and every one of them.

Field 5:

Underwritten surety amount.- Refers to the sum of surety amounts of policies that were underwritten during each fiscal year, from direct operation, for each origin year. It is important to clarify that these are not the liabilities for sureties in force at the end of the fiscal year, but all those that were underwritten during each fiscal year, that is, it refers to the accumulation of surety amounts for which the surety company was responsible at some point during the year.

Fields 6 to 15:

Development periods from 0 to 9.- The amount of paid claims from direct operation, corresponding to the branch, sub-branch, type of surety, and origin year reported in fields 1, 2, 3, and 4 of said record, must be reported in each record, in fields 6 to 15. Thus, in field 6, whose development year to report is year 0, paid claims that were recorded in the same year the surety was underwritten must be reported; in field 7, whose development year is year 1, paid claims that were accounted for in the fiscal year following the fiscal year in which the surety was underwritten must be reported. Likewise, fields 8 to 15 will be filled under the same criterion indicated for fields 6 and 7.

e) Report of "Guarantee Recovery Triangles"

This report must contain, for each type of surety, information related to the Institution's guarantee recoveries, classifying them in a matrix arrangement, by payment year and development year, as indicated below:

Field 1:

Branch.- The corresponding branch must be reported in each record, according to the catalog defined for such purposes in section d).

Field 2:

Sub-branch.- The corresponding sub-branch must be reported in each record according to the catalog defined for such purposes in section d).

2.- The Excel file corresponding to the summary of the valuation of in-force and contingency surety reserves

The text files for the valuation of in-force and ongoing contingency surety reserves referred to in the immediately preceding numeral 1, must be generated using the Excel file corresponding to the summary of the valuation of in-force and contingency surety reserves, which will be available, along with its respective user manual, on the Commission's Website ( www.cnsf.gob.mx ) under the name " RR3RTFCVRES.xls " .

The Excel file corresponding to the summary of the valuation of in-force and contingency surety reserves, containing the information reported in accordance with what is defined in the immediately preceding numeral 1, must be sent as part of the RR3RTFCV product, for which purpose, it must be renamed as follows:

End date of validity.- The date on which the validity of the corresponding policy or movement reported in each record will end will be indicated.
