On Amendments and Additions to the Instruction on Organizing Cash Operations in Commercial Banks and Collecting Cash and Other Valuables

In accordance with the Laws of the Republic of Uzbekistan "On the Central Bank of the Republic of Uzbekistan" and "On Banks and Banking Activity," the Board of the Central Bank of the Republic of Uzbekistan resolves:
Amendments and additions shall be made to the [Instruction](/docs/3802293?ONDATE=02.07.2018 00#3806233) and its Appendix, approved by Resolution No. 16/21 of the Board of the Central Bank of the Republic of Uzbekistan dated April 28, 2018 (registration number 3028, June 29, 2018) (Collection of Legislation of the Republic of Uzbekistan, 2018, No. 26, Article 530), on organizing cash operations in commercial banks and collecting cash and other valuables.
This resolution enters into force from the date of its official publication.

Amendments and Additions to the Instruction on Organizing Cash Operations in Commercial Banks and Collecting Cash and Other Valuables
be supplemented with the following third bullet point:

"1551. If the activities of cash offices organized outside the bank (branch) building are terminated, the Head Bank shall notify the relevant territorial Main Directorate of the Central Bank in writing within 10 days, attaching one copy of the resolution of the bank's board."

The staffing schedule for cash offices organized outside the bank (branch) building, the number of customers served by each cash office, the volume of cash operations, and the handling of cash and other valuables (counting, sorting, wrapping, and performing cash operations) and ensuring their intact storage shall be determined by the Head Bank.
The Head Bank must take all necessary measures to ensure the integrity of cash and other valuables in cash offices organized outside the bank (branch) building and the safety of cash office employees.
Cash offices organized outside the bank (branch) building must be equipped with necessary technical equipment and devices for counting, sorting, wrapping, storing cash and other valuables, and performing cash operations, as well as fire and security alarm systems, to ensure normal operations.
Cash offices organized outside the bank (branch) building must be connected to a technical guarding point to which "distress" signals are sent, based on a contract concluded between the bank and the guarding service units of the National Guard of the Republic of Uzbekistan. Additionally, the guarding and fire alarm systems of cash offices organized outside the bank (branch) building must be connected to the technical guarding point after the end of the bank's working day."

In cases where the retail operations cash office of the bank (branch) also performs currency exchange operations along with other cash services, cash and other valuables in account numbers 10111 — "Cash in Operations Cash Offices" and 10103 — "Cash in Currency Exchange Branches" must be stored separately, and only the corresponding account number must be used when performing the relevant cash operations.
The Head Bank may establish a limit for the remaining cash that may remain at cash offices organized outside the bank (branch) building at the end of the bank's working day. In cash offices where no limit is established, it is not permitted to leave a balance of cash and other valuables at the end of the business day (except for continuous, 24-hour operating cash offices).
If cash offices organized outside the bank (branch) building are organized in the district, city, or city divided into districts where the bank (branch) is located, the excess cash and other valuables remaining above the limit in these cash offices at the end of the bank's working day, along with daily cash documents, must be handed over to the bank (branch) that organized this cash office.
In cases where cash offices organized outside the bank (branch) building are opened in another district, city, or other region of the republic, the excess cash and other valuables remaining above the limit in these cash offices at the end of the bank's working day, along with daily cash documents, must be handed over to the branch of the commercial bank that has concluded a contract with the bank (branch) in the district (city) where this cash office is located.
In this case, if the cash in the bag (sack) is recounted and the amount received is transferred to the relevant account of the bank (branch) that organized this cash office via non-cash settlement for handing over the incassation bag (sack), the evening cash office employees of the bank branch accept the incassation bag (sack).
If the cash and other valuables in the incassation bag (sack) are handed over to the bank branch cash office for storage, their acceptance is carried out in the manner specified in Chapter 8 of this Instruction.
The completeness and correct official documentation of daily cash documents brought from cash offices organized outside the bank (branch) building to the bank branch must be checked by responsible employees of the bank branch.
The head of the bank (branch) reviews this order and gives instructions to the responsible employees of the accounting department to officially document the relevant documents.
The expense cash order for providing advance funds to cash offices organized outside the bank (branch) building is officially documented by an employee of the accounting department in the prescribed manner and submitted to the cash manager for execution together with the cashier's order.
After checking that the expense cash order is fully and correctly documented, the cash manager adds the amount specified in the expense cash order to the incassation bag (sack). After that, the relevant documents are documented for the incassation bag (sack), the mouth of the bag (sack) is closed, it is sealed, and it is sent to the cash office organized outside the bank (branch) building.
If cash offices organized outside the bank (branch) building are organized in another district, city, or other region of the republic, these cash offices may obtain the necessary cash and valuables from the branch of the commercial bank located in the district (city) where they are situated, based on the relevant contract."
"168. The provision of advance funds to cash offices organized outside the bank building on weekends or holidays is carried out by the evening cash office of the bank (branch)."

"If the identification of material responsible persons based on biometric characteristics directly and integrally affects the locking or unlocking of the cash vault door, i.e., if there is no possibility of opening and closing this door only with keys, such a door equipped in this manner does not need to be sealed with a lead seal after being locked.
If the opening and closing of the bank (branch) cash vault door by identifying the biometric characteristics of material responsible persons fully meets the requirements specified in this paragraph, the tasks of ensuring the integrity of cash and valuables in the bank branch and opening/closing the cash vault door may be entrusted to the deputy head of the bank branch by the order of the chairman of the bank's board.
If the chairman of the bank's board changes, the previous order must be reviewed and updated by the newly appointed chairman of the bank's board."
