Issued in accordance with Articles 13 and 17, Paragraph 2 of Article 24, Paragraph 4 of Article 31, Paragraph 5 of Article 38, Paragraph 4 of Article 39, and Paragraph 3 of Article 40 of the Credit Registry Law, Paragraph 2 of Article 63 of the Latvijas Banka Law, Paragraphs 2 and 3 of Article 50, Paragraph 5 of Article 73.1, Point 4 of Paragraph 9 of Article 73.2, and Article 105.1 of the Credit Institutions Law, Paragraph 8 of Article 41 of the Insurance and Reinsurance Law, Article 61 of the Insurance and Reinsurance Distribution Law, Paragraph 1 of Article 37 and Paragraph 7 of Article 45 of the Investment Brokerage Companies Law, Paragraph 2 of Article 72, Paragraph 4 of Article 75.1, and Paragraph 5 of Article 77 of the Investment Management Companies Law, Paragraph 3 of Article 14 of the State Funded Pensions Law, Paragraph 9 of Article 36 and Paragraph 11 of Article 40 of the Private Pension Funds Law, Paragraphs 1 and 8 of Article 59 and Point 23 of Paragraph 7 of Article 81 of the Alternative Investment Funds and Their Managers Law, Paragraph 3 of Article 11 of the Investor Protection Law, Points 2 and 3 of Article 11 and Paragraph 6.1 of Article 25 of the Deposit Guarantee Law, Article 4.2, Point 5 of Paragraph 1 of Article 100.4, and Points 1 and 2 of Paragraph 3 of Article 137.2 of the Financial Instruments Market Law, Paragraph 1 of Article 48 of the Payment Services and Electronic Money Law, Paragraph 1.1 of Article 24 of the Credit Unions Law, Article 37.1 of the Law on the Prevention of Money Laundering and Terrorist Financing and Proliferation Financing, and Paragraph 2 of Article 4 of the Cryptoasset Services Law

Make the following amendments to Latvijas Banka Rules No. 226 of October 24, 2022 "Rules on Electronic Information Exchange with Latvijas Banka" (Latvijas Vēstnesis, 2022, No. 208; 2023, No. 191; 2024, No. 28 and No. 86; 2025, No. 36):

1.1. express the indication of the legal basis on which the rules are issued in the following wording:

"Issued in accordance with Articles 13 and 17, Paragraph 2 of Article 24, Paragraph 4 of Article 31, Paragraph 5 of Article 38, Paragraph 4 of Article 39, and Paragraph 3 of Article 40 of the Credit Registry Law, Paragraph 2 of Article 63 of the Latvijas Banka Law, Paragraphs 2 and 3 of Article 50, Paragraph 5 of Article 73.1, Point 4 of Paragraph 9 of Article 73.2, and Article 105.1 of the Credit Institutions Law, Paragraph 8 of Article 41 of the Insurance and Reinsurance Law, Article 61 of the Insurance and Reinsurance Distribution Law, Paragraph 1 of Article 37 and Paragraph 7 of Article 45 of the Investment Brokerage Companies Law, Paragraph 2 of Article 72, Paragraph 4 of Article 75.1, and Paragraph 5 of Article 77 of the Investment Management Companies Law, Paragraph 3 of Article 14 of the State Funded Pensions Law, Paragraph 9 of Article 36 and Paragraph 11 of Article 40 of the Private Pension Funds Law, Paragraphs 1 and 8 of Article 59 and Point 23 of Paragraph 7 of Article 81 of the Alternative Investment Funds and Their Managers Law, Paragraph 3 of Article 11 of the Investor Protection Law, Points 2 and 3 of Article 11 and Paragraph 6.1 of Article 25 of the Deposit Guarantee Law, Article 4.2, Point 5 of Paragraph 1 of Article 100.4, and Points 1 and 2 of Paragraph 3 of Article 137.2 of the Financial Instruments Market Law, Paragraph 1 of Article 48 of the Payment Services and Electronic Money Law, Paragraph 1.1 of Article 24 of the Credit Unions Law, Article 37.1 of the Law on the Prevention of Money Laundering and Terrorist Financing and Proliferation Financing, and Paragraph 2 of Article 4 of the Cryptoasset Services Law";

1.2. delete sub-point 3.3;

1.3. replace the word "communication" in point 4 with the word "messages";

1.4. replace the words ", in the electronic reporting system or data reporting system" in the introductory part of point 6 with the words "or in the electronic reporting system";

1.5. supplement point 54.4 after the word "services" with the words "or online messages";

1.6. replace the words "or using" in point 100 with the words ", using online messages or";

1.7. supplement with points 122.1, 122.2, and 122.3 in the following wording:

"122.1 To request information included in the registry by a registry participant or restricted registry participant for exchange with credit information bureaus (hereinafter - information included in the registry for exchange with credit information bureaus), the registry participant or restricted registry participant prepares a request file for information included in the registry for exchange with credit information bureaus.

122.2 If the registry participant or restricted registry participant intends to request the information included in the registry for exchange with credit information bureaus mentioned in point 122.1 of these rules with a certain regularity and authorizes Latvijas Banka to prepare and send, on behalf of the registry participant or restricted registry participant, the receipt file for information included in the registry for exchange with credit information bureaus to the respective credit information bureau at the times specified in the authorization, it interactively authorizes Latvijas Banka on the registry website (address: https://www.kreg.lv).

122.3 To provide the registry participant, restricted registry participant, or the credit information bureau indicated in the authorization mentioned in point 122.2 of these rules with the information included in the registry for exchange with credit information bureaus after the processing of the request file for information included in the registry for exchange with credit information bureaus has been carried out, Latvijas Banka prepares a receipt file for information included in the registry for exchange with credit information bureaus.";

1.8. express subsection 2.9 in the following wording:

"2.9. Information exchange concerning submitted statistical data and information for the provision of supervision, resolution, and compensation cost systems

The provider of statistical data submits statistical data to Latvijas Banka, and the financial market participant submits information for the provision of supervision, resolution, and compensation cost systems to Latvijas Banka, and updates or corrects them in the form of files using online messages or a file exchange service.
The provider of statistical data prepares statistical data, and the financial market participant prepares information for the provision of supervision, resolution, and compensation cost systems in the form of files in accordance with the structure and format of submitted files published on the Latvijas Banka website (address: https://www.bank.lv).
To notify the provider of statistical data about the receipt of statistical data and the financial market participant about the receipt of information for the provision of supervision, resolution, and compensation cost systems, Latvijas Banka provides a response in the form of a file using the same information exchange channel - online messages or a file exchange service - that the provider of statistical data or financial market participant used for submitting the file mentioned in point 126 of these rules.
Latvijas Banka prepares the response as a separate file in accordance with the structure and format of Latvijas Banka responses regarding file acceptance published on the Latvijas Banka website (address: https://www.bank.lv).";

1.9. delete subsection 2.9.1;

1.10. replace the numbers and word ", 129., 129.2, and 129.4" in point 130 with the word and number "and 129.";

1.11. delete Chapter 4;

1.12. delete Annexes 5 and 6.

The rules enter into force on April 1, 2026.
