ASPSPs are not required to check EU passporting status of TPPs
Account servicing payment service providers (ASPSPs) are not expected to verify that third-party providers (TPPs) from other EU Member States hold authorization to provide payment services in the Netherlands via freedom to provide services passporting. This guidance aligns with the European Banking Authority's position in EBA Q&A 4432. The directive applies to ASPSPs interacting with cross-border TPPs under the Payment Services Directive framework.
