Bangladesh Bank has introduced a bank-intermediated framework enabling Authorized Dealers (ADs) to process cross-border digital payments by establishing arrangements with foreign payment service providers (CDPSPs) and facilitating Digital Value Accounts (DVAs) for individuals. Under this framework, ADs are required to link all DVAs to a Master DVA, maintain a mirror ledger, ensure real-time system integration, and comply with foreign exchange regulations, including transaction limits and reporting obligations. Permissible transactions include releasing foreign exchange for travel, utilizing balances from Export Retention Quota and Resident Foreign Currency Deposit accounts, and making cross-border online payments up to USD 300 per transaction, with ADs needing prior regulatory acknowledgement from Bangladesh Bank for outward remittance services.
