The Supervisor of Banks updates public disclosure requirements for banks, credit card companies, and financial institutions to align with Basel III standards, effective January 1, 2014. The directive mandates the inclusion of specific data points in annual and quarterly reports, including Common Equity Tier 1 capital, total risk-weighted assets, and various capital ratios, alongside qualitative explanations of the expected impact of Basel III adoption. It requires the publication of detailed information on issued regulatory capital instruments and the composition of regulatory capital on the institutions' websites, while establishing transitional disclosure formats for the period between 2014 and 2018/2022 to facilitate the shift from Basel II to Basel III frameworks.

Disclosure requirements specified in Pillar 3 of Basel
:Except for the following changes, the instructions specified in page 694A-26 '2
7.1. Additional rows were added to indicate the amounts of capital instruments issued by the institution.
Eligible capital components for inclusion in supervisory capital during the transitional period in accordance with the transitional instructions, according to the instructions for Banking Supervision Standard No. 299 on "Capital Adequacy Measurement - Capital" (hereinafter: the Transitional Instructions in this Annex) rows 8-10.
For convenience, these rows are highlighted in dark background.
7.2. An additional column is required to report the balance of amounts not deducted from capital due to transitional instructions.
For convenience, this column is marked with a dot, subject to the treatment required under Basel III instructions before the adoption of Instruction 202.
7.3. Banking institutions are required to deduct from Tier 1 own funds in 2014, in accordance with Instruction 299:
Example:
Assuming the section on "Goodwill" stands at 100 million.
20% of Tier 1 own funds is 20 million New Shekels.
A banking institution is authorized to deduct 80 million New Shekels and the remainder.
Therefore, 20 million New Shekels shall be recorded within the framework of the adjustment.
80 million New Shekels, which were not deducted from capital, shall be recorded in the additional column.
7.4. The balance of amounts not deducted from capital, in accordance with the transitional instructions, is subject to treatment that existed before the adoption of the instructions.
Additional rows shall be added to the lines of regulatory adjustments in each tier, where such amounts existed before the adoption of Instruction 202.
Example:
Based on the previous example, 80 million New Shekels regarding goodwill, which were subject to treatment before the adoption of the instructions, are subject to treatment under Instruction 299.
Therefore, goodwill shall be deducted from Tier 1 own funds before the adoption of Instruction 202.
(In fact, within the framework of regulatory adjustments for Tier 1 capital (Additional Tier 1 capital), the line "Goodwill subject to treatment before the adoption of Instruction 202" shall be added.
.The amount to be recorded is 80 million New Shekels, "before the adoption of Instruction 202"
7.5. In cases where certain components are included within the framework of regulatory adjustments according to Instruction 202,
A banking institution is required to deduct this item from capital before the adoption of the instructions, subject to risk-weighted components.
The balance of amounts not deducted from capital, in accordance with the transitional instructions, is subject to treatment that existed before the adoption of the instructions.
Example:
Assuming the banking institution has an "Excess Provisions" standing at 100 million.
In accordance with Instruction 202, the banking institution is required to deduct them fully in 2014.
In accordance with Instruction 299, the banking institution is required to deduct 20 million New Shekels from Tier 1 own funds in 2014.
Therefore, 80 million New Shekels, which were not deducted from capital, shall be recorded within the framework of regulatory adjustments.
80 million New Shekels, which were not deducted from capital, shall be recorded in the column "Amounts not deducted from capital".
Additionally, since the balance of amounts not deducted from capital is subject to treatment before the adoption of Instruction 202,
The line "Risk-weighted assets" subject to treatment before the adoption of Instruction 202 shall be added.
The amount to be recorded is 100 million New Shekels, "before the adoption of Instruction 202".
(8/13) [1] Reporting Requirements for Banks by the Supervisor 674 -8 'p. 2014 (Transition Rules) "202 Provision Adoption Before Required Treatment: Weighted Total - Excess Provision = 100% * 80 million NIS = 80 million NIS before line 60. Add the line. 'NIS' million 80 of Total Weighted Risk Assets." Example: Assuming the banking institution has deferred tax differences totaling 100 million NIS: According to Provision 202, the banking institution is required to deduct them according to the deduction limit. Assuming the banking institution is required to deduct deferred tax differences totaling 60 million NIS, a banking institution required under the 2014 Provision to include 20% * 40 million NIS (8 million NIS to be deducted from Tier 1 Capital) before treatment, and the remainder of 32 million NIS under Provision 299. Therefore, 8 million NIS is recorded within the adjustments according to the 100% weighting rate. The amounts not deducted from capital are recorded within column "202 Provision Adoption Before Required Treatment" 32 million NIS -. Additionally, since the remaining amount not deducted is, the line is added, 202 Provision Adoption Before Required Treatment subject to Provision 202. Weighted Total - Risk Assets. " 60 million NIS is not required to be presented in the banking institution's disclosure, for the sake of clarity. Reference to the corresponding section of the Banking Supervision Order 202 was attached for convenience. This reference is not required for disclosure. It is clarified that disclosure is required, for the sake of clarity. The example illustrates the disclosure for the current period. Comparative numbers.

Part 3 – Market Discipline – Relevant Parts *
General Considerations .I
Sections D – A are not included.
Materiality
A banking entity must decide which disclosure requirements are relevant based on the principle of materiality .817 In any case, full disclosure of details included in the tables "Description of the main characteristics of issued supervisory capital instruments" and "Adjustments required between the balance sheet and disclosed financial statements" regarding the composition of supervisory capital shall be given.
Frequency .v 175, 174
Disclosures under the quantitative disclosure requirements of this instruction may be given on a quarterly basis .818 Annual qualitative disclosures providing a summary of risk management and policy objectives are published. However, definitions and reporting systems of the banking entity's risks may undergo significant changes (significant change) in cases where the reported amounts may not adequately reflect the banking entity's risk profile and capital adequacy. As stated, the bank must disclose the general nature of these changes and briefly describe how they are expected to affect the earliest possible disclosure (as soon as practicable) after a significant event occurs.

The disclosure requirements of this instruction create a balance between the need for significant disclosure and protection .819 Confidential and proprietary information (including, for example, information about systems or products) may be withheld if a banking entity's competitors could undermine its competitive status by affecting the value of its investments in these systems/products. Confidential information about customers is sometimes proprietary and therefore its disclosure may undermine its competitive status. Disclosure of proprietary information (rare) is required only in cases of relations with counterparties or legal agreements. Disclosing certain information required by this instruction may cause the banking entity to disclose financial or commercial information that is proprietary and proprietary. In these rare cases, the banking entity believes that disclosure may seriously (seriously) prejudice (prejudice) a certain situation. The banking entity is not required to disclose information that becomes proprietary or proprietary in nature. However, it is required to disclose more general information regarding the subject of the disclosure requirement, limited only to the fact that disclosure of specific items of information is not possible. Only information subject to this instruction, not referring to disclosures required by other parts, is subject to generally accepted accounting principles in Israel or public reporting instructions.

(8/13) [1] Disclosure Requirements for Banks: Implementation of Basel III Pillar 3 Disclosure Requirements - Section 694A – 30 'Page Supplementary 3 - Disclosure of Differences Between Regulatory Capital Components and Published Financial Statements:
a. A banking entity must adopt a three-step approach to present the link between the published financial statements and the regulatory capital components.
b. A banking entity is not permitted to skip a step if the step does not provide sufficient additional information.
c. The banking entity is required to present the following three steps:
Step: Disclosure of the Balance Sheet According to the Regulatory Consolidation Basis
1.1. Disclosure of the Balance Sheet as Reported in the Published Consolidated Financial Statements (Below "Consolidated Balance Sheet") is required. The Balance Sheet is considered "Consolidated Regulatory Balance Sheet" when calculated according to the Regulatory Consolidation Basis.
1.2. If the Consolidated Regulatory Balance Sheet is identical to the Consolidated Balance Sheet of a specific banking group, it is sufficient to indicate this for the banking group. Additionally, the banking entity is not required to include separate columns for the Consolidated Balance Sheet and to proceed directly to Step 2.
1.3. If there are items in the Consolidated Regulatory Balance Sheet that do not appear in the Consolidated Balance Sheet, these items must be added to Table 1 in the column relating to the Consolidated Balance Sheet, as they are zero in the Consolidated Balance Sheet.
1.4. Banking entities are required to provide additional disclosure:
1.4.1. If relevant, a list of legal entities included in the Consolidated Regulatory Disclosure but not in the Consolidated Accounting Disclosure.
1.4.2. If relevant, a list of legal entities included in the Consolidated Regulatory Disclosure but not in the Consolidated Accounting Disclosure.
1.4.3. If there are legal entities included in both the Consolidated Accounting Disclosure and the Consolidated Regulatory Disclosure, but under different consolidation methods, banking entities are required to disclose these entities separately and clarify the differences between the consolidation methods, as stated in section 822.b.
1.4.4. Banking entities are required to provide disclosure for each legal entity included in section 4: The total assets and total equity as reported in the financial statements of the entities, and a description of the main activities of each entity.
Step: Presentation of Components of Regulatory Capital from the Consolidated Regulatory Balance Sheet
2.5. A banking entity is required to expand the Consolidated Regulatory Balance Sheet to present the capital components separately, as presented in Table 2 of "Supplementary 2 - Disclosure of Regulatory Capital Composition." Each additional component added to the Consolidated Regulatory Balance Sheet will receive a reference to Step 3.
Step: Mapping of Components Presented in Step 2 for the Purpose of Presenting Regulatory Capital Composition
3.9. To present the link between the published financial statements and the regulatory capital components, a banking entity is required to update the "Regulatory Capital Composition" table presented in Supplementary 2, in accordance with the following guidelines and to update it:
Add a new column to the table called "Regulatory Capital Components from the Balance Sheet." This column will include all references recorded in Step 2, explaining how each component was calculated. Note: If a capital component is calculated on a difference or sum of sub-items in the Consolidated Regulatory Balance Sheet, this should be reflected in this column in Step 3. An example of the three-step presentation approach is attached below.
(8/13) [1] Disclosure Requirements for Banks: Implementation of Basel III Pillar 3 Disclosure Requirements - Section 694A – 34 'Page Example of the Three-Step Presentation Approach
The example below presents the three-step approach linking the Balance Sheet as Reported in the Financial Statements to the Published Regulatory Capital Components.
Step: Disclosure of the Balance Sheet According to the Regulatory Consolidation Basis
In the example, it is assumed that the Consolidated Regulatory Balance Sheet of the Banking Entity is identical to the Consolidated Balance Sheet. In this case, it is sufficient to indicate this for the Banking Entity and proceed directly to Step 2.
Step: Presentation of Components of Regulatory Capital from the Consolidated Regulatory Balance Sheet
In Step 2, the Consolidated Regulatory Balance Sheet must be presented, expanded to show which balance sheet items are included in the Regulatory Capital Components:
