BCB NORMATIVE INSTRUCTION NO. 648,
OF AUGUST 12, 2025

Establishes MCR
Document 9, which specifies the method for calculating the loss index and the assessed risk of beneficiaries and rural properties enrolled in the Agricultural Activity Guarantee Program (Proagro), in accordance with the provisions contained in MCR 12-2-16-“h”-II, MCR 12-5-10-E-“b”, and MCR 12-10-2-A-“b”.

The Head of the Department of Regulation, Supervision and Control of Rural Credit and Proagro Operations (Derop), in exercise of the powers vested in him by Art. 23, item I, letter “a”, of the Internal Regulations of the Central Bank of Brazil, annexed to BCB Resolution No. 340, of September 21, 2023, and based on the provisions of letter “m” of item 1 of Section 1 (General Provisions), of item II of letter “h” of item 16 of Section 2 (Classification), of letter “b” of item 10-E of Section 5 (Coverage) and of letter “b” of item 2-A of Section 10 (Basic Rates of the additional for classification of an enterprise in Proagro and in Proagro Mais) of Chapter 12 (Agricultural Activity Guarantee Program - Proagro) of the Rural Credit Manual (MCR),

R E S O L V E:

Art.
1° MCR Document 9 (Calculation of the loss index and assessed risk for enterprises of the Agricultural Activity Guarantee Program - Proagro) is hereby established as part of the Rural Credit Manual (MCR).

Sole Paragraph. MCR - Document 9 will be made available on the website of the Central Bank of Brazil, on the MCR consultation page, available at the electronic address www3.bcb.gov.br/mcr.

2º This BCB Normative Instruction enters into force on the date of its publication.

NOTE

This Normative Instruction (BCB NI) establishes MCR Document 9, which specifies the method for calculating the loss index and the assessed risk of beneficiaries and rural properties enrolled in the Agricultural Activity Guarantee Program (Proagro), in accordance with the provisions contained in MCR 12-2-16-“h”-II, MCR 12-5-10-E-“b”, and MCR 12-10-2-A-“b”.

2. The application of the calculation methods in the classification of operations and in the definition of the coverage due will be carried out automatically in the Rural Credit and Proagro Operations System (Sicor), without prejudice to the duty of agents to comply with the program regulations and the accuracy of the information recorded in said system. This measure, therefore, dispenses program agents from carrying out the procedures applicable to the calculation methods referred to in MCR 12-2-16-“h”-II, MCR 12-5-10-E-“b”, and MCR 12-10-2-A-“b”, avoiding the risk of non-standardization of calculations and reducing compliance costs.

3. Thus, for the purposes of the provisions of Decree No. 10,411, of June 30, 2020, which regulates the Regulatory Impact Analysis (AIR), as provided for in Art. 5 of Law No. 13,874, of September 20, 2019, this measure is exempt from AIR, in accordance with item VII of the caput of Art. 4 of Decree No. 10,411, of 2020, as it is a normative act that reduces requirements, obligations, restrictions, requests, or specifications with the objective of reducing regulatory costs.
