BCB NORMATIVE INSTRUCTION NO. 695, OF DECEMBER 23, 2025

Discloses version 1.12 of the Communication Interfaces Manual, which is part of the Pix Regulation.

The Head of the Department of Competition and Financial Market Structure (Decem), acting as substitute, in the exercise of the attributions conferred upon him by arts. 23, caput, item I, subparagraph “a”, and 94, caput, item IX, of the Internal Regulations of the Central Bank of Brazil, annexed to BCB Resolution No. 340, of September 21, 2023, and in view of the provisions of art. 2, caput, item VIII, of the Regulation annexed to BCB Resolution No. 1, of August 12, 2020,

R E S O L V E S :

Art. 1 This Normative Instruction discloses version 1.12 of the Communication Interfaces Manual, which is part of the Pix Regulation, in accordance with art. 2 of the Regulation annexed to BCB Resolution No. 1, of August 12, 2020.

Sole Paragraph. The Communication Interfaces Manual is available on the Central Bank of Brazil's website on the internet, on the page dedicated to the manuals that comprise the Pix Regulation: https://www.bcb.gov.br/estabilidadefinanceira/comunicacaodados.

Art. 2 BCB Normative Instruction No. 367, of March 31, 2023, is hereby revoked.

Art. 3 This Normative Instruction enters into force on the date of its publication.

NOTE

Decree No. 10.411, of June 30, 2020, provides for the mandatory performance of a regulatory impact analysis (RIA) for the issuance of normative acts of general interest produced by the bodies and entities of the direct and indirect federal public administration.

However, as defined in paragraph 8 of Vote 280/2021–BCB, of November 10, 2021, the Pix Regulation, including the other documents that integrate or detail and complement it, are not characterized as a regulatory act of cogent force, possessing, in fact, an eminently contractual nature. Thus, modifications made to the aforementioned regulation and to the other documents that integrate or detail and complement it are not subject to prior RIA production.

Therefore, this Normative Instruction is exempt from prior RIA production.
