This guide is prepared to inform the public about the laws and rules regarding the registration of births and deaths. The registration of births and deaths is mandatory.

Responsibilities:
It is the responsibility of the parents to register the birth and death of their child within 60 days.

Introduction ★

The Balochistan Vital Statistics Registration Act, 2020, and the Balochistan Vital Statistics Registration Rules, 2020, along with the Balochistan Vital Statistics Registration (Amendment) Rules, 2025, have been enacted to ensure the accurate and timely registration of births and deaths. This registration is crucial for maintaining population records, planning, and development.

The Act and Rules mandate that:

• Every birth and death must be registered.
• The registration must be completed within the prescribed time limit.
• The registration must be done by the competent authority.
• The registration must be free from errors and omissions.
• The registration must be accessible to the public.

What is the purpose of registration? ❖

• To establish legal identity.
• To facilitate access to education, healthcare, and other services.
• To maintain population records (CNIC), voting lists, and other databases.
• To prevent child marriage and trafficking.
• To provide data for planning and development.

Definitions ❖

• Vital Statistics: Refers to the data collected on births, deaths, fetal deaths, marriages, and divorces.
• Registrar: The person responsible for the registration of births and deaths, holding the long title, short title, and registration number.
• Registrar General: The Registrar General of Balochistan is the head of the Vital Statistics and Registration Department.
• Informant: A person who is aware of the birth or death.
• Applicant: The person who applies for the registration.
• Affidavit: A written statement confirmed by oath or affirmation, for use as evidence in court.

Registration of Birth ★

• Informant: The father, mother, or nearest relative (e.g., grandfather, grandmother, uncle, aunt, brother, sister) is responsible for registering the birth.
• Time Limit: The birth must be registered within 60 days of the birth date.
• Affidavit: If the registration is not done within 60 days, an affidavit must be submitted to the Registrar along with the application. The affidavit must state the reason for the delay.
• Consent of Parent/Guardian: If the father is deceased or unable to give consent, the mother or guardian must provide consent. The consent must be recorded in the presence of the Registrar.
• Registration: If the registration is done within 60 days, the Registrar will register the birth and issue a "A" form certificate. If the registration is done after 60 days, the Registrar will register the birth and issue a "B" form certificate.
• Fee: The fee for the birth certificate is Rs. 100.

Fees for Registration of Birth

• Within 60 days: Rs. 100
• After 60 days up to 1 year: Rs. 300
• After 1 year up to 5 years: Rs. 500
• After 5 years: Rs. 1000

Late Registration of Birth ★

• Up to 1 year: If the registration is done within one year, an affidavit must be submitted along with the application. The Registrar will register the birth and issue a "B" form certificate. The fee is Rs. 300.
• After 1 year: If the registration is done after one year, the application must be submitted to the Deputy Commissioner. The Deputy Commissioner will verify the application and forward it to the Registrar. The Registrar will register the birth and issue a "B" form certificate. The fee is Rs. 500.
• Responsibility: The Registrar is responsible for verifying the application. If the application is found to be false, the Registrar will cancel the registration and take action under the law.

Registration of Death of Heir/Dependent ★

If the heir or dependent dies, the registration must be done by the nearest relative. The registration must be done within 60 days. If the registration is not done within 60 days, an affidavit must be submitted along with the application. The fee is Rs. 100.

Late Registration of Birth of Dependent ★

If the birth of a dependent is not registered within 60 days, the registration must be done by the nearest relative. The registration must be done within 60 days. If the registration is not done within 60 days, an affidavit must be submitted along with the application. The fee is Rs. 100.

Registration of Death ★

• Informant: The husband, wife, or nearest relative (e.g., father, mother, brother, sister) is responsible for registering the death.
• Time Limit: The death must be registered within 60 days of the death date.
• Affidavit: If the registration is not done within 60 days, an affidavit must be submitted to the Registrar along with the application. The affidavit must state the reason for the delay.
