This Memorandum Circular introduces guidelines for the optional use of the SEC VERITAS, a new blockchain-based digital signing and authentication platform for SEC-related documents, applicable to all individuals with credentialed eSECURE accounts and all juridical entities registered with the Commission. It mandates that only VERITAS-generated digital signing certificates and keypairs be used within the platform, and documents signed through VERITAS will be accepted as official and authentic, eliminating the need for hard copy submissions. Users are responsible for securing their digital identities, with penalties for misuse including denial of eSECURE access and potential prosecution. This circular amends and supplements Section 6 of SEC MC No. 10, Series of 2024, and takes effect immediately upon publication.
