It mandates credit risk ratings of at least A for sovereigns and F-1/A for issuers, caps credit loss at 1% VaR, and restricts delegated administration to 15% of reserves. The regulation also sets concentration limits, such as 5% per banking issuer, and defines gold reserve parameters, including a local bar limit of 500 kilograms.
